Procedure

Apply Online

1. To Obtain a Travel Agent License (TA)the applicant has to approach Singapore Tourism Board’s Travel Agents and Tourist Guides Licensing System link
2. The applicant needs to login with their Singpass Id number and password

   Note: If you don’t not have an account you can register by clicking on register now, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

3. The applicant has to provide the general information and application details.
4. The applicant has to necessary information and upload the required document that are mentioned in “Required Documents” section of this page.
5. After uploading the documents review the application and click submit.
6. After submission the applicant needs to pay the application fee of $200 via credit or debit card.
7. The authority will review your application and send the reply via mail within 3 to 5 business days.
8. A licence fee of $400 is payable upon approval of the licence application.
9. The Singapore Tourism Board will post out the hardcopy licences within 7 -10 working days upon successful payment.

Eligibility

• Any person or company who intends to start a travel agent business are eligible to make this application.

Fees

• Application form - $200
• License fee to obtain travel agent license - $400

Validity

• The licence is valid for 1 year.
• The validity of licence end 31st December every year.

Instructions

There are 2 types of travel agent licences:
Niche Licence

• Under the Travel Agents Regulations 2017, a Niche licence is a licence that is subject to a condition restricting the licensee granted the licence to supply only tours within Singapore without any right of accommodation. An example of such a tour is a sit-in coach day tour. The Niche licence has minimum financial requirements of $50,000.

General Licence

• Under the Travel Agents Regulations 2017, a general licence is a licence that is not a Niche licence, i.e. it is a licence for travel agents conducting any other activity beyond what is described in the scope of a Niche licence. The General licence has minimum financial requirements of $100,000.

Need for the Document

Under Section 4 of the Travel Agents Act (Cap. 334), a person carries on the business of a travel agent if the person carries on, or advertises or holds himself out as carrying on, a business of any of the following:

• Supplying any person, a right to travel on any conveyance;
• Supplying any person, a right to travel on any conveyance to, and a right of accommodation at a hotel or similar boarding premises at one or more places, whether in Singapore or elsewhere;
• ​purchasing, or reserving, for resale to a person a right to travel on any conveyance;
• Supplying any tour (whether or not organised by the person) to any other person; or
• Such other similar activity as may be prescribed.​

NOTE: The term "supply", in relation to a travel product, includes the sale, or arranging for the provision, of the travel product.
