Procedure

Apply Online

1. To obtain Waste Collector Licence, the applicant has to make the application in GoBusiness licensing portal link
2. Enter a search “General Waste Collector Licence” then click on "Add to selection"> click on "Review and Apply" and then click the "Proceed" button.
3. The applicant can also make a search by clicking the “Government Agencies” and select “National Environment Agency” NEA and choose the appropriate service.
4. The applicant to login with their Singpass Id number and password is

   Note: If you don’t not have an account you can register by clicking on register for singpass, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

5. The applicant has to necessary information and submit the required document that are mentioned in “Required Documents” section of this page.
6. After submitting the documents review the application and click submit.
7. After the successful submission the authority send out a letter reply to the applicant within 5 working days of receipt of the application. If the application is incomplete, the applicant will be informed to furnish the pending documents/information within 2 weeks.
8. After successful submission Book pre-licensing inspection, Make an appointment for inspection to Licensing & Environmental Assessment Department (contact link of the office given in the “Office Locations & Contacts” section of this page.
9. The authorized officer will inspect the place. Upon full compliance to licensing requirements and submission of required documents, the authority will approve the application. You will receive a notification via email and GoBusiness within 3 - 7working days.
10. The applicant has to make payment of $195.00 via credit or debit card.
11. The National environment agency will post out the hardcopy licences within 7 working days upon successful payment.

• Company’s Business Reg No. / UEN information
• Approved storage area, storage capacity
• Details of treatment facilities
• Certified true copies of Vehicle Registration Card for each of the vehicles
• Photographs of each of the vehicles, open top containers (OTCs), compactors and equipment used, showing licence no. plate and labels. For vacuum tanker, documents showing certification for water tightness by its manufacturer or any competent third party.

Fees

• Fee to obtain waste collector license is S$195.00

• The validity of the license is one year.

Need for the Document

• The general waste collector licence issued by the National Environment Agency (NEA) if any person or company (including LLP) wishes to conduct business of collecting, transporting and disposing waste at disposal facilities, eg. NEA's waste-to-energy incineration plants, landfill, PUB's Water Reclamation Plants.
• The general waste collector licence is generally applicable to companies that are in the business of waste collection and transportation for disposal at the refuse incineration plants or landfill or water reclamation plants. The proper type of waste collection vehicle(s) and equipment must be used for the collection and transportation of general waste from the collection point to the disposal facility.
