Procedure

Under the National Registration Act, you must report a change of address within 28 days of moving. Participating government agencies and statutory boards will then be informed of your new address through the One-Stop Change of Address Reporting Service

Apply Online

1. The applicant should login to the ICA E- Service link through the Sing pass app linkand select your preferred language.
2. The applicant can apply for others (e.g. family members) in the same application, if they are residing with the applicant.
3. Enter the details that are necessary and ensure that the information that are provided in the application is correct before submitting.
4. The application will receive ICA’s post, containing a 6-digit PIN, at your new residential address. For local addresses, the applicant should receive ICA’s mail within 3-5 working days. For overseas addresses, international delivery time is dependent on the postal service of the country.
5. After receiving ICA’s PIN post continue the application at the e- service on the page showing the application status, and click on “Verify PIN” and enter 6-digit PIN.
6. Once the pin is verified, the applicant’s new address will be updated immediately in the ICA’s records.
7. The Participating government agencies and statutory boards will be informed of your new address through the One-Stop Change of Address Reporting Service (OSCARS) within 1 working day.
8. The applicant will receive a sticker that bears new address by post.
9. The fee is free of cost to register change of address.

Required Documents

• current Identity Card (IC)
• Hardcopy documentary evidence of new address:
• One of the following documents (All are in within the last three months of date of issue of document):
  • Bill, statement or letter from HDB
  • Cable TV bill
  • Credit card or bank statement
  • Insurance bill, statement or letter
  • Service and conservancy bill from town council
  • Telecommunications or internet bill
  • Tenancy agreement for residence, Utilities bill from Singapore Power
• Or one of documents (All are in within last 12 months):
  • Bill or letter from LTA (road tax, etc.)
  • Bill, statement or letter from IRAS (income tax or property tax)
  • Statement or letter from CPF

NOTE: if the applicant does not have the required documents, he/she needs to apply for a pre-notification letter online using the e-Service. The Immigration & Checkpoints Authority (ICA) will mail a letter to the applicant new address within seven working days, which can be used as documentary evidence of your new address.
