Procedure

Apply Online

1. To obtain through AVA or the applicant has to make the application by tapping the following link  Pet Animal Licensing System (PALS) [pals.avs.gov.sg link]
2. The applicant needs to login with their Singpass Id number and password

   Note: If you don’t not have an account you can register by clicking on register now, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

3. After login click on the click on the “My license” and click “Change ownership of dog”
4. The applicant has to provide the general information and new owner particulars and click submit.
5. After submit the new owner receive email containing the reference number to accept/reject the change of dog ownership.
6. Next click on the e- service and click “Accept change of dog ownership” and enter the necessary details and click submit.
7. Make sure the applicant has a required documents that are mentioned in the “Required Documents” section of this page.
8. After completion the applicant will be notified the change of ownership is successful via email.

• Private Veterinary Health Certificate
• Dog microchip certificate.
• Dog photo
• Import permit if the dog is imported.
• Obedience Training Certificate
• Insurance Policy and Banker’s Guarantee.

Need for the Document

• Under the Animals and Birds (Dog Licensing and Control) Rules, all dogs must be licensed. This is for traceability in the event of an outbreak in disease, such as rabies. In such instances, the licensee is expected to produce the dog for examination, if required.
