Procedure

Apply In-Person:

1. To Appoint Stall Nominee (Non-Subsidized Stall), the applicant has to approach National Environment Agency’s Hawker Centre Group link
2. The applicant has to download and complete the application form given in the following link application form
3. The applicant has to complete all necessary details in the application form.
4. Make sure the applicant has all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the documents along with the application form.
6. The applicant has to pay the prescribed fee of $12 for each application.
7. Submit the application form to National Environment Agency’s Hawker Centre Group either by directly or via post. contact details of the office was given in “Office Locations & Contacts” section of this page).
8. The authority will review the application and contact the applicant via email or SMS.
9. The processing time of the application takes up to 4 to 6 weeks.

Required Documents

• NRIC of Stallholder and proposed stall nominee
• 2 recent passport size photographs of the proposed stall nominee
• Documentary proof of sickness, going overseas, etc in support of application
• Basic Food Hygiene Course certificate for cooked food stall nominee

Eligibility

• A stall nominee must be above 18 years of age. He/she must be either a Singapore Citizen or Permanent Resident.
• The nominee must not be debarred / blacklisted from operating a hawker stall by NEA.
• The stallholder must ensure that all fees and arrears for the stall are settled in full at the time of application.
• The stallholder shall keep a copy of the approval on the appointment of stall nominee at the stall

Fees

• The applicant has to pay the prescribed fee of $12 for each application.

Validity

• The validity is for one year.

Instructions

Stallholder may apply to appoint a stall nominee under the following circumstances:

• Stallholder is ill and this must be substantiated by medical certificate from a government or private clinic/hospital.
• Stallholder is called up for national service or reservist training.
• Stallholder is leaving the country after obtaining approval from NEA. In addition, A Power of Attorney to appoint the nomineeto act on behalf of the stallholder must be submitted before the stallholder leaves the country. The rent must be paid inadvance for the period of absence. Such nomination will be approved once in two (2) years from the last date of thestallholder return from abroad.
• Stallholder is in stage of advanced pregnancy or post-natal confinement. Stallholder will have to produce medical certification from a government or private clinic/hospital.

Need for the Document

• Stallholders may appoint stall nominee to help out at their stall. Stallholders are not allowed to leave the stall operation entirely to their hawker assistants. stall nominee must be registered with NEA before they can help out at the stall.
