1. To Apply for Workers Dormitory, the applicant has to make the application in National Environment Agency e- service portal or tap the following link
2. The applicant has to fill all the necessary details in the given application form link
3. The applicant has to fill all the necessary information in the application form.
4. The applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. Review the application, click the declaration and submit the application form.
6. The minimum processing time for workers’ dormitory application is 7 working days.

8. The authority will review the application form, upon the successful completion the applicant needs to pay the prescribed fee as per the authority request.

• Landlord/Owner/Lessor’s Particulars
• The Applicants NRIC No.
• Project Site Location Plan
• URA’s Written Permission (WP) (applicable for renewal /continued use or intensification of existing worker’s dormitory)
• Approved plans showing the approved capacity of the existing workers dormitory (applicable for renewal /continued use or intensification of existing worker’s dormitory)
• Past 6 months SP water bill for the existing premise (inclusive of all sub-meters)
• Letter of Undertaking (LOU) for holding tank or retention tank (applicable for renewal/continued use or intensification of existing worker’s dormitory)

Instructions

• The Applicant shall notify PUB if the premises are no longer used as a factory converted dormitory.
• The Applicant shall note that the proposed number of workers that can be approved to reside at the site is subject to the available carrying capacity of the existing sewerage network.
• The Applicant shall notify PUB in writing upon the completion of the proposed workers dormitory and when the dormitory is fully occupied.
• The Applicant shall consult PUB if he wishes to carry out any of the following:
• When he wishes to renew URA’s Temporary Permission;
• When he wishes to change the number of approved workers residing in the premises. No increase in the number of workers housed is allowed without prior approval of PUB.
• QP shall attach PUB’s clearance together with the application for DC clearance to Central Building Plan Department (CBPD, NEA) stating whether there is any change to the details above.
• The dormitory operator shall provide PUB 6 months Singapore Power Services Pte Ltd’s water bills as and when is required by PUB.

Need for the Document

• All sewage and used water generated from the proposed workers’ dormitory shall be discharged into the public sewer to the requirements and provisions of the Sewerage and Drainage Act. The use of on-site sewage treatment plant is not acceptable. In this respect, the developer/owner will have to seek PUB's (Water Reclamation Network) approval for connection to public sewer and for the allowable discharge rate before the proposed development is finalized.
