Procedure

Apply In-Person

1. The Water Supply (Network) Department of the Public Utilities Board (PUB) is responsible for the operation and maintenance of the water mains and connecting pipes up to the water meter. The consumer is responsible for connecting and maintaining the pipelines and other water service installations downstream of a water meter. 2. The Professional Engineers / Licensed Plumbers should notify PUB before commencement of Water Supply Installation (WSI) works by submitting the site plans and schematic drawings to the PUB office. After completion of WSI works, Professional Engineers / Licensed Plumbers need to submit a Certificate of Satisfactory Completion of WSI Works certifying that the works are completed in accordance with the Public Utilities Board’s requirements.
3. Pay the connection fees for installation purposes.
4. The connection fees or the capital contribution (if required) can be made through the online link:Online link using Credit Card (VISA or Master Card) for amount less than S$5,000 or via inter-bank transfer.
5. To turn on the water supply after completion of installation, you can apply in person or through online method and open a SP utilities account.
6. In the online method, you need to create a utilities account by visiting the link:link
   • Choose the premises type by clicking on “Residential Premises” or “Commercial Premises”
   • Choose whether you want to register your account under “Personal name” or “Company name” by clicking the relevant button.
   • Then, click on “Start” button.
   • Fill in the required details such as premises details, personal information, company information, etc by clicking on the appropriate buttons to proceed with the application.
   • Upload the required documents as mentioned in the “Required Documents” section of this page.
   • Review and check whether you have provided the correct information.
   • Pay the required fee using your preferred payment mode and submit it by clicking on the “Submit” button.
   • You will be notified of the outcome through email or SMS.
   • Once your account is created, you can login by typing the credentials in the SP

7. For SP Utilities mobile app, click on the link:online link
   • Install the SP Utilities app by clicking on the “Install” button in the Google Playstore
   • After installation, click on “Open” button in your mobile.
   • Read the Terms and Conditions carefully and click on “I Acknowledge” button.
   • Click on “Start” button and log in by typing the credentials and clicking on “Log in” button.
8. You can also open SP utilities account by visiting SP customer service centre.
   • Refer the office contact details in the “Office contacts & Locations” section below for address details.
   • Collect the application form from the office or you can download it from the link:online link
   • Now complete the form with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
   • After filling the form, attach the documents mentioned in the “Required Documents” section below with the completed application form.
   • Check the application form and then submit it to the concerned authority.
   • Now pay the required fee to the concerned authority.
   • The officer after validating the application form and the documents will provide you with an acknowledgement/receiving slip.
   • They will create an SP account for you using the details.
   • Then you can set up your SP account and operate it with their guidance.
9. After opening the account, you need to fix a date and time slot for turn-on appointment which is required to turn on the water supply in the new connection.
10. In case of HDB Build-To-Order (BTO) flats, turn-on appointments are not required because water supplies are already turned on.
11. But for HDB resale flats and other residential properties, the account holder or a representative has to be present when the water supply is turned-on as per the appointment. A safety inspection needs to be conducted before supplies are turned on.

Information which might help

• After the water supply for a particular premise is turned-on, PUB will check the completed water service installation randomly. If it is found to be not in compliance with the requirements, PUB will cause the Professional Engineer / Licensed Plumber or the Owner/Developer or Customer to alter or repair the water service installation.
• The Professional Engineers or Licensed Plumbers can join with PUB to schedule a date/time for the water meter installation.
