Apply In-Person

  1. Applicants shall visit the nearby office of National Parks Board (NPARKS)
  2. Refer the office contact details in the “Office contacts & Locations” section below for address details.
  3. Collect the application form from the office.
  4. Now complete the form with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  5. After filling the form, attach the documents mentioned in the “Required Documents” section below with the completed application form.
  6. Check the application form and then submit it to the concerned authority.
  7. Now pay the required fee to the concerned authority.
  8. The officer after validating the application form and the documents will provide you with an acknowledgement/receiving slip.
  9. Once it is processed, the embassy will inform the applicant about the inspection.
  10. The inspection will be carried out and a report will be submitted
  11. The authorities will verify the requirements for issuing the certificate. If all are in place, the certificate will be issued to the applicant
  12. The applicant will be required to carry the acknowledgement/receiving slip when going to collect it at the office.


Apply Online

  1. In order to apply for a phytosanitary certificate, you can visit the link:online link
  2. Click on “Apply” button to start the application process.
  3. Then, choose “login with singpass” or “login with corpass”. Register if you don’t have an account. Log into your account by typing the credentials.
  4. You can also log in using the “Login for foreigners without SingPass”. Click on “Request user account” button to create an account. In the new page, fill in the required details and click on “Proceed” button. Check the details and submit it by clicking on the button “Submit”. After registration, you can log in after typing “Your email” and “Your password” and then clicking on the “Login” button.
  5. Fill in the application form by following the page prompts and clicking on the relevant buttons.
  6. Upload the required documents as mentioned in the “Required Documents” section of this page. Check the application details, pay the required application fees through any payment mode and submit it.
  7. After payment, an acknowledgement page can be viewed. The acknowledgement page shows the application reference number which can be used when you enquire your application status.
  8. Once it is processed, the applicant will get notification about the field inspection from the authorities.
  9. The authorities will inspect the plants and submit a report about it.
  10. The authorities will verify the requirements for issuing the certificate. If all are in place, the certificate will be issued to the applicant

EligibilityEdit

  • The applicant should be a Singapore citizen and Singapore resident. If the applicant is a foreigner, he/she must have a valid identification proof such as passport.
  • The plants or plant products must be free from quarantine pests and should conform to the phytosanitary requirements.


FeesEdit

  • Inspection fees required for phytosanitary certification are as follows:
  • For flowers or plants
    • S$12 for 24 stalks of cut-flowers/10 numbers of plants or less
    • S$50 for more than 24 stalks of cut-flowers/10 numbers of plants
  • For plant produce or seeds
    • S$12 for items weighting five kg or less
    • S$50.00 for items weighing more than five kg
  • Endorsement fee for phytosanitary and fumigation certificates is S$15 per set

It is valid till the plants get exported. It may be cancelled if not found according to the requirements.

  • When a certification of treatment for disinfestation or disinfection is required, the disinfestation or disinfection treatment should be done in the presence of an authorised officer.
  • The applicant should mention a date for inspection which is acceptable to the authorised officer.
