Apply for shared maternity leave, for employees and self-employed:

  1. Plan a leave arrangement with your spouse before your child is born or anytime within 12 months of your childs birth.
  2. Submit a declaration form (Form SPL1) to your employer with all the necessary supporting documents. Notify your employer of your intention to take 1 week of SPL in advance, allowing your employer to verify your leave eligibility and makes it possible for him to look for alternative work arrangements. Your spouse will also need to inform her employer of the intention to share her leave. Her entitlement of paid maternity leave will then be adjusted to 15 weeks accordingly.
  3. The childs mother registers the sharing of leave online via the Shared Parental Leave Allocation System (SPLAS) with her SingPass. Mothers who do not have a SingPass may request for a hardcopy form (SPLAS form) from CPF Board.
  4. The childs mother makes a declaration on SPLAS. If a hardcopy form is used, both you and your spouse must declare and sign on the form, and submit the form with all the relevant documents to your employer and CPF Board when you apply for SPL.

Note:

  • This applies to you and your spouse even if one or both of you are self-employed.
  • Your spouse also has to submit the declaration form for SPL when she applies for her GPML with her employer so that her employer is notified that she is sharing her GPML with you and grant her 15 weeks of GPML instead of 16 weeks.
  • When a registration is noted in SPLAS, the system will adjust your spouses GPML entitlement to 15 weeks and assign 1 week of SPL to you. The system will also check and verify your respective employers claims for SPL or GPML (for your spouse) to ensure that payment is made correctly and not beyond the leave entitlement allocated.
  • The allocation of leave via SPLAS should be made within 12 months from the birth of your child. The allocation should be made prior to the consumption of SPL.


How to claim: If you are self-employed

The Government will reimburse you for the days of shared parental leave that you have taken.

The quantum of reimbursement, which is capped at $2,500 for the 1 week of SPL, is calculated based on your notice of assessment from the Inland Revenue Authority of Singapore (IRAS).

  1. Record and keep a personal log of the dates of your SPL dates.
  2. Submit an online claim to the CPF Board within 3 months from the last day of your shared parental leave.
  3. If you do not have a standing payment instruction with the CPF Board, please submit a direct credit authorisation form with the banks endorsement at least 1 week before making an online claim. This will enable CPF Board to upload your bank details onto your online application form.

  5. All registration of SPL will have to be made online via SPLAS from 1 May 2013 by your spouse with her SingPass.

Note:

  • If you had made a hardcopy declaration during the transition period between 1 January 2013 and 30 April 2013, your spouse will be required to go online and re-register in SPLAS before you or your wifes employer can makes a claim for her GPML.
  • All claims must be submitted within 3 months from the last date of SPL. Late claims will not be entertained.


How to claim: If you are the employer

1.) Obtain Form SPL1 from your employee at the point of application of SPL.

2.) Verify that your employee spouse had made an allocation of leave in SPLAS and obtain all supporting documents of your employee to verify his eligibility.

Note: If your employees form is downloaded from SPLAS, you may access SPLAS to verify that the SPL has been duly registered online. Once your employees spouse has registered online, their decision is irrevocable.

3.) Submit the claim online to the CPF Board within 3 months from the last day of your employees SPL taken. Late claims will not be entertained.

Note:If the SPLAS form you received is a hardcopy form, the decision of the employee's spouse to share the leave must be registered online via SPLAS before you can submit a claim. If your employees spouse does not have a SingPass and is therefore unable to access SPLAS, she would have to request for a hardcopy SPLAS form. CPF Board will update your employees records in SPLAS after verifying the SPLAS form.

4.) Submit a Direct Credit Authorization (DCA) form with the banks endorsement, to the CPF Board at least 1 week before the SPL claim is submitted. This is necessary if you do not have a standing payment instruction with CPF Board. CPF Board will then upload your bank details onto your online application form.

5.) Proceed to CPF website to make an online claim.

EligibilityEdit

  1. Your child is born or has an estimated delivery date (EDD) on or after 1 May 2013
  2. The childs mother is eligible for GPML
  3. You are lawfully married to the childs mother
  4. Your child is a Singapore Citizen.

Note:

  • If you did not meet criterion 3 or 4 at the point of your childs birth but subsequently meet them within 12 months of his birth, you will only be able to take the shared parental leave starting from the date of your marriage (for criterion 3) or the date your child obtains Singapore Citizenship (for criterion 4) to the day before your child turns 12 months old.
  • If both criteria 3 and 4 are not met at the point of your childs birth but subsequently met within 12 months of his birth, you will be able to take the shared parental leave starting from the date of your marriage or the date your child obtains Singapore Citizenship, whichever is later.
  • The SPL must be taken before your child turns 12 months old.

Need for the DocumentEdit

Beginning May 1, 2013 working fathers in Singapore will be able to share 1 week of the 16 weeks of their spouse's maternity leave, subject to the agreement of their spouse, a move by the government to encourage and support shared parental responsibility.

The Shared Parental Leave (SPL) can be taken either in a continuous block of 1 week, or can be spread over the period of 12 months from the birth of the child, subject to mutual agreement between the parent and his employer. SPL is paid by the Government up to a cap of $2,500 (including CPF contributions) for 1 week and there is no minimum employment period required to avail of this benefit as long as the spouse is entitled to Government-Paid Maternity Leave (GPML).

1.) Once SPL is registered in SPLAS, the decision to share 1 week of the mothers GPML is irrevocable. You and your spouse should carefully consider your allocation of SPL before registering.

2.) If you leave your present employment and you have not yet started to consume your SPL, your spouse can notify the Central Provident Fund Board (CPF Board) to return the SPL to her. She will need to provide supporting documents such as your employers termination letter, certification that you have not taken any SPL, and her declaration that she will no longer be sharing SPL with you and her decision is final. CPF Board will update your spouses application to reinstate her GPML when it is approved so that your ex-employer will not be able to seek reimbursement for SPL under your name.

3.) Alternatively, should you leave your present employment and subsequently find a new job, you may still be able to consume the SPL if your new employer agrees to grant you 1-week of SPL and your wife has not notified CPF Board to return the SPL to her.
