To Apply

If you are an employee:

  1. Discuss with your employer your paternity leave plans, giving your employer time to verify your eligibility and to make alternative work arrangements.
  2. Submit a declaration form (Form GPPL1) to your employer with all the necessary supporting documents.
  3. Your employer may also use its own declaration form/system for you to declare your eligibility. Click here for the details that must be provided for declaration.
  4. Apply for paternity leave in accordance to your company's leave application procedures.


To Claim

If you are self-employed:

The Government will reimburse the income you lost for days of paternity leave that you have taken.

The quantum of reimbursement, which is capped at $2,500 for the 1 week of paternity leave taken, is calculated based on your notice of assessment from the Inland Revenue Authority of Singapore (IRAS).

  1. Record your GPPL dates. Keep a personal log of the leave dates taken.
  2. Submit your claims online to the Central of Provident Fund Board (CPF Board) within 3 months from the last day of your paternity leave.
  3. If you do not have a standing payment instruction with the CPF Board, please submit a direct credit authorization form with the banks endorsement at least 1 week before making an online claim. This will enable CPF Board to upload your bank details onto your application form.
  4. Proceed to CPF website to submit an online claim.

Note: Late claims will not be entertained.


If you are the employer:

  1. Obtain the relevant declaration form and supporting documents from your employee at the point of application of GPPL. You do not need to use GPPL1 if you are able to ascertain your employees eligibility with your companys forms/systems.
  2. Proceed to CPF website to submit an online claim to the CPF Board within 3 months from the last day of your employees paternity leave. Late claims will not be entertained.
  3. Submit a Direct Credit Authorization (DCA) form with the banks endorsement, to the CPF Board at least 1 week before the GPPL claim is submitted. This is necessary if you do not have a standing payment instruction with CPF Board. CPF Board will then upload your bank details onto your online application form.

EligibilityEdit

  • Your child is born or has an estimated delivery date (EDD) on or after 1 May 2013
  • Your child is a Singapore Citizen
  • You are/were lawfully married to the childs mother at some point between conception and birth (inclusive)
  • If you are an employee: You have served your employer for a continuous period of at least 3 months immediately preceding the birth of your child.
  • If you are self-employed: You have been engaged in a particular business, trade or profession for a continuous period of at least 3 months immediately preceding the birth of your child, and have lost income as a result of not engaging in your business, trade or profession during the paternity leave period.


If you are an adoptive father, you must also meet these additional criteria to apply:

  • If your adoptive child is not a Singapore Citizen, at least you or your spouse who is adopting with you must be a Singapore Citizen
  • Your child must be adopted within 1 year from the point of your formal intent to adopt, which is defined as:
    • the application to adopt is made to the Court (for a Singapore Citizen (SC) child); or,
    • Issuance of the Dependent's Pass (DP) for the adoptive child (includes the document evidencing that the application has been approved) (for a child who is not a SC);
  • Your child must be a Singapore Citizen or have become a Singapore Citizen within 6 months after the Adoption Order is granted;
  • You have served your employer or if you are self-employed, have been engaged in your current business, trade or profession for a continuous period of at least 3 months immediately preceding the point of your formal intent to adopt; and,
  • You must be an applicant to the adoption.


Note: You cannot use paternity leave to offset the notice period when you leave your job.

Need for the DocumentEdit

The government of Singapore encourage and support shared parental responsibility by giving working fathers with newborn child starting May 1, 2013, 1 week of Government-Paid Paternity Leave (GPPL).

The GPPL of 1 week can be taken in a continuous block within 16 weeks after your childs birth, or can be spread over the period of 12 months from the birth of the child, this is subject to mutual agreement between the employee and the employer.

GPPL is paid by the Government up to a cap of $2,500 (including CPF contributions) for 1 week.

Adoptive fathers of a child below 12 months of age can also avail of GPPL.

Transition Arrangement between 1 January 2013 and 30 April 2013

The GPPL scheme will take effect from 1 May 2013. However, you may still take GPPL if the following conditions are met:

  • Your child is

(i) born between 1 Jan 2013 and 30 Apr 2013 (both dates inclusive) with EDD before 1 May 2013; or

(ii) born before 1 Jan 2013 with EDD between 1 Jan 2013 and 30 Apr 2013 (both dates inclusive);

  • You meet the eligibility criteria stated above; and
  • Your employer voluntarily grants you the leave during the transition period.

The Government will reimburse your employer up to a cap of $2,500 for the 1 week of paternity leave that you have been given.


Note Self-employed are also eligible to apply for the paternity leave during this transition period.
