Singapore - Apply for Government-Paid Shared Parental Leave (SPL)

The working men in Singapore can share the leave benefit of their wives through this scheme.

Apply In-Person
For Employee:

  1. The applicant shall visit the office of his/her employer to get this grant.
  2. Early decision should be made about the sharing of leave any time before 12 months from child's date of birth between the husband and wife. The wife should also inform her employer regarding the sharing of her maternity leave with her husband.
  3. The wife should declare her intention to share leave with her husband through the Shared Parental Leave Allocation System (SPLAS).
  4. The wife of the applicant shall visit the GPL portal in the following online link
  5. Click on the button “Make a SPLAS1 Declaration” present below the heading “I want to..”.
  6. Choose the “A self employed person / parent” option in the pop up.
  7. Log in through SingPass account. Create an account if you don’t have an account.
  8. In the next page, read the instructions, fill in the required details and click on “Submit” button.
  9. Check all the details and click on “Confirm” button. Then click on “Yes” button to confirm.
  10. An application transaction number will be displayed. Note it down for reference.
  11. The status of the application can also be checked within the portal itself.
  12. A notification will be sent to the wife after the application is processed.
  13. Early notice should be given to the employer before taking the leave.
  14. Meanwhile, the employer will verify your eligibility and make alternate work arrangements.

  16. Now complete the form with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  17. Attach the documents mentioned in the “Required Documents” section below with the completed application form.
  18. Check the application form and then submit it to the employer.
  19. After approval from the employer, the leave can be applied according to the company’s procedure.
  20. The employer, after receiving the form and all the documents should submit the employee’s claim through the GPL portal (Government Paid Leave Portal) before three months from the last date of employee's leave taken.
  21. The claim can be submitted online through the following steps.
    • The employer shall visit the GPL portal in the following online link
    • Click on the button “Submit applications” present below the heading “I want to..”.
    • Choose the “An employer” option in the pop up.
    • Log in using CorpPass account or SingPass account. Create an account if you don’t have an account.
    • Click on “new form” button. In the next page, read the instructions, fill in the required details and click on “Continue” button.
    • Fill in the employer details such as contact details and bank details, and click on the “continue” button to proceed.
    • Fill in the details of the employee, and click on the “Continue” button to proceed.
    • Fill in the details of leave and click on “Submit” button.
    • Check all the details and click on “Confirm” button. Then click on “Yes” button to confirm.
    • An application transaction number will be displayed. Note it down for reference.
    • The status of the application can also be checked within the portal itself.
  22. A notification will be sent to the employer and the employee after the application is processed.


Apply Online
For self employed person

  15. Choose the “A self employed person / parent” option in the pop up.
  16. Log in through SingPass account. Create an account if you don’t have an account.
  17. In the next page, read the instructions, fill in the required details and click on “Continue” button.
  18. Fill in the parent details such as contact details and bank details, and click on the “continue” button to proceed.
  19. Fill in the details of leave and click on “Submit” button.
  20. Check all the details and click on “Confirm” button. Then click on “Yes” button to confirm.
  21. An application transaction number will be displayed. Note it down for reference.
  22. A notification will be sent to the self employed person after the application is processed.

EligibilityEdit

  • The child's mother should be eligible for the Government-Paid Maternity Leave (GPML) or the Adoption Leave for mothers (AL) scheme.
  • The applicant’s child should be a Singapore citizen, even if the child’s mother is not a Singapore citizen.
  • The applicant’s wife must declare that she is willing to share her leave benefits before taking the leave.
  • The applicant should have been lawfully married to the child's mother during the time between conception and birth.

InstructionsEdit

  • The weeks of leave should be taken in one continuous block or in continuous blocks of a week each (including weekends and public holidays. It can also be taken flexibly after making a mutual agreement with the employer.
  • The Claim of reimbursement (payment of money by the government) can be made only after the leave is taken.
  • All claims must be submitted before 3 months from the last date of leave taken.
  • The claims should be submitted on time. All late claims will be discarded.

Information which might helpEdit

  • The leave cannot be used to offset the notice period when you quit your job.
  • The formal intent to adopt can be elaborated as below:
    • If the adopted child is a Singapore citizen, then the date when an application for adoption is submitted to the Court should be used in the place of the date of formal intent to adopt
    • If the adopted child is not a Singapore citizen, then the date when the Dependent's Pass (DP) is issued for the child or the document with approval is given is the date of formal intent to adopt.
  • If the child is born or the date of formal intent to adopt is before 1 July 2017 then one week of leave is granted along with the leave shared by wife. The leave should not start before the date of birth of the child. The leave should not end after 12 months from the date of birth of the child.
  • If the child is born or the date of formal intent to adopt is on or after 1 July 2017, then four weeks of leave are granted along with the leave shared by wife.
