Apply In-Person

  1. Applicants shall visit the nearby office of Singapore Food Agency. Refer the office contact details in the “Office Locations & Contacts” section below for address details. Contact details of office Contact link
  2. Collect the application form from the office.
  3. Now complete the form with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  4. Attach the documents mentioned in the “Required Documents” section below with the completed application form.
  5. Check the application form and then submit it to the concerned authority.
  6. Now pay the required fee to the concerned authority.
  7. The officer after validating the application form and the documents will provide you with an acknowledgement/receiving slip.
  8. A system generated number is sent to the applicants’ email after submission.
  9. The applicant will be informed whether his / her application is approved by the SFA.
  10. After receipt of the application, an inspection will be arranged.
  11. SFA officers will contact you to fix the date and time of inspection.
  12. The officers will check the measurement, equipment on board, fishing gear (if applicable) and the cleanliness & hygiene of the vessel during the inspection.
  13. If the vessel complies with all the rules, then the license will be processed and issued to the applicant.
  14. The applicant will be required to carry the acknowledgement/receiving slip when going to collect the document from the office.

The applicant has to visit the website in the below online link Fill in the required details and click on “Submit” button. Pay the required fee through a preferred payment mode. A system generated number is sent to the applicants’ email after submission. The applicant will be informed whether his / her application is approved by the SFA. After receipt of the application, an inspection will be arranged. SFA officers will contact you to fix the date and time of inspection. The officers will check the measurement, equipment on board, fishing gear (if applicable) and the cleanliness & hygiene of the vessel during the inspection. If the vessel complies with all the rules, then the license will be processed and issued to the applicant.

Required DocumentsEdit

  • A clear copy of applicant’s front and back of the NRIC (Singaporean / Singapore PR) or Employment Pass / S Pass / Work Permit (Foreigner)
  • A copy of the valid licensed Fish Culture Farm Licence
  • A copy of the company’s ACRA Business Profile
  • A copy of the confirmation letter to moor or store the Fishing Vessel other than the licensed Fish Culture Farm (if applicable)
  • A copy of proof of ownership and purchase receipt for the hull & engine
  • A copy of the Marine Hull Insurance Policy covering third party liabilities including wreck removal, personal injuries, etc. The minimum insurance sum is S$25,000/- for one accident or occurrence. It should cover the period till the expiry date of the Fishing Vessel Licence. The insurance company must be registered in Singapore.

EligibilityEdit

The Fishing Vessel Licence is granted strictly for servicing of Fish Culture Farms. The applicant must possess a valid Fish Culture Farm Licence issued by the Director-General, Food Administration


FeesEdit

The Fee is S$66.00 for license.


ValidityEdit

The Licence is valid for one year. The Licence will expire when the Fish Culture Farm Licence expires because the fishing vessel usage depends on the validity of the Fish Culture Farm Licence. Licence fees after payment are neither refundable nor pro-rated.

InstructionsEdit

  • Payment can be made through AXS machine, AXS online E-Services or interbank GIRO.
  • A crew book should be maintained as per rule (8) of the Fisheries (Fishing Vessels) Rules. The fee is S$20.00 per book. It should be kept onboard the fishing vessel and produced when demanded by any authorized officer (including officers from the Police Coast Guard and/or the Maritime and Port Authority of Singapore).
  • After approval, the owner should install an Automatic Identification System Transponder (AIS) on the fishing vessel at own cost.
  • The fishing vessel should be equipped with all the required navigational lights, fire-fighting and life-saving appliances before an inspection. Re-inspection may be needed if there is any short-coming(s) detected during the inspection.

  • It ensures that the fishing vessel complies with all the rules of the government.
  • If the owner of the fishing vessel operates it without the license and gets caught, a penalty will be imposed.

LICENSING CONDITIONS

  • The fishing vessel should not play at any port in Singapore waters without a valid licence.
  • The fishing vessel is allowed to service only the fish culture farm / Kelong and for no other purpose.
  • The owner can notify the Director-General, Food Administration in case of any change in the particulars in the licence or crew book.
  • The maximum number of persons on board the vessel is restricted as mentioned in the license.
  • Only licensed crew registered in the crew book should operate or be on board the fishing vessel all the time.
  • The life-saving appliances and safety equipment should be carried on board the fishing vessel all the time and should be produced for inspection on demand by Singapore Food Agency (SFA) officers or other Government officers.

OthersEdit

The licensee should renew the licence two months before expiry. Renewal can be done through interbank GIRO which is strongly recommended. Late renewals will incur penalty.
