ProcedureEdit

  • Transfer of vehicle registration from one state to another state happens whenever the vehicle is sold to a person in another state and if the owner himself settles in a new state.
  • The main document for this purpose is NOC from the home state RTO.
  • In order to transfer vehicle from another state, Applicant has to apply and get NOC as stated above from their home state RTO.

Apply In-Person

  • To apply for transfer of other state vehicle in Sikkim the applicant has to approach the RTO office of the area.
  • Information related to the RTO offices and registering authority can be obtained from the “Office and Location” Section of this page.
  • The applicant needs to re-register the vehicle in the state which you are moving to, for this you need to get the NOC from the state your vehicle is registered.
  • In case your vehicle is financed, you need to get a transfer NOC from the bank you have been financed.
  • You will have to submit Application in Forms 20, 27, 28 in front of registering authority.
  • NOC can be obtained in application form no. 28, and it can be downloaded via the following link: form no. 28
  • New registration mark can be obtained via Application form no 27, it can be downloaded from following link: form no. 27
  • Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  • Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  • Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application for transfer of other state vehicle.

  1. Chasis & Engine pencil prints with complete alphabets (Plate Print are not acceptable)
  2. Copy of Valid Insurance (attested )
  3. Residence Proof (2 Copies - Attested) of both seller & purchaser
  4. Date of Birth proof (Attested copy)
  5. Seller Affidavit (by Notary with Court Fee stamps of Rs. 4.50 / Megistrate) with attested photo
  6. Purchaser Affidavit (by Notary with Court Fee stamps of Rs. 4.50 / Megistrate) with attested photo
  7. Original RC
  8. Identity of Seller (DL/Pan Card showing the Signature) Specimen Signatures attested by Gazetted Officer or Executive Magistrate
  9. NOC from ETO in case of the vehicle purchased is less than 15 months old. - if required
  10. Affidavit for parking in case of bus & LMV (Transport Vehicle)
Following documents are considered as residence proof
  1. Voter card (attested )
  2. LIC Cover Note at least six months old with latest receipt of payment (attested)
  3. Valid passport (attested )
  4. Employer certificate issued by the competent authority with copy of I-card in case of employee of state or central govt. (attested )
  5. If an applicant does not have any of the proofs mentioned above, he may attach attested copy of R/card with affidavit.
In case of Company or organization
  1. ITR latest with affidavit or latest sale tax registration certificate with affidavit (attested )
  2. Memorandum and resolution signature of all partners with partnership deed is required.

Notes:

  1. Documents accepted as proof of Address & Age, supported by Affidavit attested by Public Notary mentioned overleaf.
  2. If the ownership of the vehicle is the same then there is no requirement of Form No. 29, only liability affidavit is required by the owner.
  3. NOC confirmation is required from the concerned authority
  4. Please bring original documents whose photocopies have been attached with the file.

  • If the vehicle is registered in one state but is kept in another state for more than 12 months is eligible for re registration or for transfer of the vehicle to the jurisdiction in which it is residing.

InstructionsEdit


  1. Apply for assignment of new registration mark to a motor vehicle in Form 27 within 12 months of re-assignment of the vehicle from one state to another
  2. Pay appropriate fee and tax as specified in rule 81 of the Central Motor Vehicle Rules 1989

Need for the DocumentEdit


  • When a motor vehicle registered in one States has been kept in another State, for a period exceeding twelve months, the owner of the vehicle shall, within such period and in such form containing such particulars as may be prescribed by the Central Government, apply to the registering authority, within whose jurisdiction the vehicle then is, for the assignment of a new registration mark and shall present the certificate of registration to that registering authority.
  • Vehicle registration is a requirement by the state. The purpose is to establish clear ownership and to tax motorist or vehicle owners.
  • Almost all vehicles bears a unique vehicle identification number, but only registered vehicle display a vehicle registration plate and carry a vehicle registration certificate.
