Procedure

Apply In-Person:

1. The applicant desiring to obtain an Explosives licence need to get No Objection Certificate (NOC) from their respective district office of the Collector / District Magistrate / Deputy Commissioner / the designated authority as applicable as per the respective state.

3. Go to the respective office.
4. Meet the respective authority at the office. The applicant shall get the advice from the authority to be followed to apply for this certificate.
5. Collect the application form or write on a plain A4 sheet as advised.

7. Complete the application form. Please attach all the required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority.
8. After receiving the application, authorities will check the submitted application and document set. If all are in place the application will be accepted with applicable fees as appropriate.
9. A register will be maintained manually or electronically using a computer, listing out the date of receipt of each application and each application has to be given a specific number.
10. So, collect it and please keep it safe for future reference.
11. This application will be processed internally. This application will be forwarded to the respective departments (fire department, police department and land owning agency, etc) for the concerned designated authority to verify the antecedents of the applicant, lawful possession of the site, genuineness of the purpose, interest of the public and any other verifications or enquiries as may be required to be carried out.
12. The concerned inspection team will also inspect the premises on a scheduled date as per requirement.
13. After the completion of the above steps a report will be generated.
14. This report will be sent back to the issuing authority.
15. Based on the outcome of the above report and other internal processing the issuing authority will make a decision.
16. Thus the grant of no objection certificate along with site plan duly signed and sealed by such issuing authority will be made.
17. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
18. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or it will beissued as per applicable norms.

Note :

• For verification of the interest of the public, the designated authority shall issue a notice to be published calling upon the public to submit objections. If there is any objection within a period of one month from the date of publication of the notice, then there will be a hearing for consideration of objections.
• Applicant is required to submit 5 application sets while applying.

• Site plan of the premises (The site plan should clearly show the approach road, electric wiring network, nearby structures and distances from nearby protected works as well as telephone junctions, transformers etc.)
• Four photographs of the premises (5X7 inches) from different directions depicting the clearance from adjoining shops/premises and other shops of similar nature
• Proof of ownership of the proposed establishment
• In case of a rented shop, NOC from the landlord along with the rent agreement on the affidavit duly attested by the notary public/civic agency with photographs of the landlord and the tenant
• Land documents/ Lease document of Land as applicable
• Proof of the status of the company to be attached
• No objection from any tribe / council as applicable and as per requirement
• Contract copy for any work order or production for which the licence is required
• Residence proof of applicant (ration card / Passport / Aadhaar card / Driving licence)
• Identity proof of applicant (ration card / Passport / Aadhaar card / Driving licence)
• If applying entity is a firm or enterprise then copy ofRegistrars of Companies -“ROC”
• Letter head
• Particulars of previous licence if any
• Self-declaration
• Rental agreement if it is a rented place
• Up-to-date property tax receipt
• A statement showing the name and maximum quantity of hazardous substances to be stored or processed in the premises
• PAN Card
• Two photographs of the applicant, which are self-attested
• Aadhaar Card

Eligibility

• Applicant should be citizen of India.
• No person below the age of 18 years shall be eligible to apply.
• No person who is addicted to intoxication or of unsound mind shall be eligible to apply.
• Applying firm or enterprise must be a registered organization.
• Those who have buildings which satisfy minimum floor area and maximum floor area requirement for a firm as per respective state norms are eligible to apply.
• Applicants who are not having any proceedings / cases instituted against them in the CBI, NCB, Enforcement Directorate, Directorate of Revenue Intelligence, Income Tax and Forest Department are eligible to apply.

• Please pay the fees / charges as authorities quote while applying.

Validity

• Valid for 12 months from the date of issuance.

Statutory Warning:
Mishandling and misuse of explosives shall constitute a serious criminal offence under the law.

• Please follow the guidelines fixed by your state for size of the premises and zones meant for starting these establishments for which the certificate is required.
• There will be a sudden check by the respective licensing agencies.
• Do not submit fake documents as a proof to obtain this certificate.
• Incomplete application will be rejected.
• Avoid spelling mistakes while filling the application form.
• In the event of any information provided by the applicant while applying for this certificate is being found false or incorrect or ineligible before or after the issue of this certificate, then the certificate is liable to be cancelled and the applicant shall be liable to such further action as may be provided under the law.
