Apply In-Person

  1. To apply for goods carriage permit in Sikkim the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
  3. You will have to submit application in Form SKV-38 (Goods Carriage Permit): Form SKV-38
  4. Application form can also be obtained from the RTO office.
  5. It should be filled as instructed.
  6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  7. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

Apply Online:

  1. To apply for goods carriage permit, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

  • This permit can be granted in favour of truck and mini load carries and is valid in the State, the trucks/mini load carries more than laden weight of 3000 kgs can be provided with the goods permit.

  • Whenever a National Permit is issued in respect of a Goods Carriage, Authorization should also be issued to enable the vehicle concerned to be used in other states as mentioned in the permit after collecting Authorization fee and composite taxes for other states.
  • Along with the specified documents, the application form should contain the following particulars, namely.
  1. the area or the route or routes to which the application relates;
  2. the type and capacity of the vehicle;
  3. the nature of the goods it is proposed to carry;
  4. the arrangements intended to be made for the housing, maintenance and repair of the vehicle and for the storage and safe custody of the goods;

  • Goods carriage permit is required for operating any goods vehicle within the state for carrying goods of authorized weight.

Goods Carrier Permits
  • Such permit is granted under Section 79 of the Motor Vehicles Act,1988, to a goods vehicle operating within the state. Permits granted to a particular vehicle for carrying a particular load has to be plied for that particular area only. “goods carriage” means any motor vehicle constructed or adapted for use solely for the carriage of goods, or any motor vehicle not so constructed or adapted when used for the carriage of goods;
Counter Signatures of Goods Carrier permits
  • These are the permits which are initially issued by one state and later on endorsed in another state by the concerned State or Regional Transport Authority under section 88 of Motor Vehicle Act, 1988. In view of the Delhi Government Notification number F. PA/JCV/OPS/Tpt./1613/05/1447 dated 5th January 2006, counter signatures are not being done under section 88 of Motor Vehicle Act, 1988 for those goods vehicle registered in other states and having a gross vehicle weight upto 7500 kg. if not running on clean fuel.

Q. What is a permit?

Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?

Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?

Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?

Ans: Six types of permits are functional in India:
  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
(a) Temporary Permit
(b) Special Permit <br

Q. When can permits be applied ? '

Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

Q. Who enforces the permit condition?

Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
