- To Request for Authorization to Destroy a Building Threatening Ruin, the person concerned should visit the Urban Planning Department, at the City Hall in Dakar (please view the “office location and contact” section below} for the address details.
- In case the request is filed by a citizen concerned, neighbors, the Auxiliary Civil Protection Commission, the owner of the building will be notified by the competent authority/department, who should then visit the Urban Planning Department office immediately to apply.
- Express your interest to the receptionist/ secretariat front desk and collect all the necessary Application forms and fill them accurately.
- Submit the completed forms, attach to the supporting document file {as listed under required document section below} to the department concerned attending officer.
- The officer will then verify, if all the necessary information and documents have been provided and that the applications comply with the selection criteria, if everything is in order, you will be issued with an invoice indicating the town or municipal tax amount that is to be paid,
- NB: The town planning tax is payable to the collector of Domains and the municipal tax is payable to the municipal collector
- Upon making payment, present the payment receipt to the urban planning service office to be validated by the officer concerned.
- It is only after the deposit of the complete file and the payment taxes that the application file will be registered and recorded and applicants will be issued with an acknowledgment letter containing details of your application.
- The application file will then be forwarded to the competent authority/department for evaluation and consideration of the request, which is in 3 months maximum.
- An expert appointed by the department will then visit the building and assess the strength of the building, the level of danger the building may cause to society and write a report suggesting technical measures to bring the immediate danger to an end and submit the report to the competent authority/department for final decision making.
- The competent authority/department will then further evaluate the expert recommendation before drawn up the municipal decree authorizing the destruction of the building, which will mention the type of danger the building poses i.e. ordinary danger or imminent danger and technical measures to be taken as suggested by the expert.
- The owner of the building will be notified by the competent authority/department of the dangers posed by the building and issue with the decree/order, request him/her to take immediate action to carry out repairs or demolish the building within a certain time frame as stipulated on the order.
- Upon completion of the works as stipulated on the order the expert will revisit the building/site for an inspection and write a report and submit it to the competent authority/department, whom in the light of the report, issues a notice formally acknowledging that the works have been carried out and lifting the order, only if the works have eliminated the danger and provided a long-term solution to the problem.
