Procedure

Apply In-Person

1. The person concerned should write a request addressed to the representation of the United Nations High Commissioner for Refugees (UNHCR) in Senegal and submit the request letter attached to the supporting documents (as mentioned below under the required document section) to the office in charge at the UNHCR office. (Please view contact and address details below).
2. The attending officer will then verify, if all the necessary information and documents have been provided and that the applications comply with the selection criteria, if everything is in order the application file will be forwarded to the Permanent Secretary of the National Commission for Assistance to Refugees (CNAR) for processing, evaluation, and consideration.
3. The CNAR will then issues an opinion after studying the file. If the opinion is favorable, the file is sent to the Directorate of the Police for Foreigners and Travel Documents (DPETV), which summons the person concerned for the establishment of the passport.
4. Upon being notified of the approval/summoned by the Police for Foreigners and Travel Documents (DPETV), you should visit the DPETV office, the office concerned and express your interest to the attending officer.
5. Collect the “Application form for Refugee passport” and fill it accurately, attach all supporting documents, and submit them to be verified by the attending officer if everything is in order, you will be advised to pay the processing fee, which is payable to the management of Domains Registration and Stamp counter and obtain a payment receipt.
6. Your biometric data (fingerprint and photo) will then be taken on-site at the DPETV biometric booth, you will then be issued with an acknowledgment slip containing details of your application.
7. Your passport application will be processed by the department responsible and made available for withdrawal at the DPETV office, against your refugee card and the acknowledgment slip.

Eligibility

• Any refugee legally settled in Senegal is eligible

Fees

• A fiscal stamp worth 2,000 FCFA
• Please consult the Police for Foreigners and Travel Documents (DPETV) for the passport application fee.

Validity

• The passport validity for one years as long as the refugee status still holds.
