Apply In-Person:

  1. To apply for a building permit, the person concerned should visit the Departmental urban planning services town office or Regional urban planning services offices of the place where the land is located. (Address details are listed under “office location & contact” section of this page).
  2. Express your interest to the receptionist/ secretariat front desk and collect all the necessary Application forms and fill them accurately.
  3. Submit the completed forms, attach to the supporting document file {as listed under the required document section below} to the department concerned attending officer.
  4. The officer will then verify, if all the necessary information and documents have been provided and that the applications comply with the selection criteria. You will then be issued with a liquidation form indicating the town planning tax that is to be paid.
    • NB: The town planning tax is payable to the land tax collector office, upon presentation of a liquidation form issued by the town planning service.
  5. It is only after the deposit of the complete file and the payment of the town taxes, that the application file will be registered and recorded and applicants will be issued with an acknowledgment letter containing details of their application.
  6. The copies of the application files will then be forwarded to the competent authorities/ departments, who will then conduct their due diligence independently and then forward their opinion to the town planning service office.
  7. Upon receiving recommendations/opinions from all other competent authorities/departments, the town planning service office will further evaluate the request and decide whether to grant the request or not.
  8. Applicants will be notified of the outcome by way of letter/phone, if approved a certified building permit will be issued to the applicant, upon presenting his/her identity card, acknowledgment letter and the approval letter to be validated by the town planning service officer

Apply Online

  1. The online application is only applicable within the Dakar region, applicants should visit the TéléDac website via this link Link and log in with your credential (user name and password) if already registered.
  2. If you do not have an account, click on CREATE AN ACCOUNT tab, fill out the registration form accurately, and then click on the REGISTER tab.
  3. An account activation link will be sent to the email address, you had registered with, click on the link, you will then be re-directed to the TéléDac platform, enter your (user name and password), and then click on the TO LOG IN tab to access your account.
  4. Upon login, click on the PROCEDURES tab located on the right side of your computer screen, you will be redirected to the next page, select URBANISM SECTOR option, then click on Request for Authorization to Build option.
  5. You will then be redirected to the application forms page, proceed with the application process by filling out all the mandatory questions accurately, attach all the required documents as listed on the site, validate all the information you have provided is accurate before submitting it.
  6. You will then receive a confirmation mail via your email address, confirming that your application file has been taken into consideration.
  7. Upon receipt of the application file, the town planning service office will verify it, if everything is in order, a liquidation form will be sent via the email address, you used to register your TéléDac account.
  8. The town planning tax is payable to the land tax collector office, upon presentation of a liquidation form issued by the town planning service.
  9. It is only after the deposit of the complete file and the payment of the town taxes, that the application file will be registered and recorded and applicants will be issued with an acknowledgment letter containing details of their application.

Required DocumentsEdit

  • A handwritten request addressed to the mayor of the municipality with territorial jurisdiction;
  • A copy of the title deed (land title, occupancy permit, certificate, lease, or surface right)
  • A site plan and delimitation of the site of the project (that is to say on which the site intended to receive the construction appears); this plan must be certified as accurate by the Cadastre service
  • 5 sets of architectural construction plans (a situation, mass, plan, section, facade) at 1 / 100th scale
  • An information sheet on the construction project
  • A descriptive estimate of the project
  • A plan of septic tanks or indicate the drainage system to the sewer if it exists;


Please note: The file is composed of 7 copies, accompanied by the following elements:

  • An payment receipt of urban planning tax (between 1,000 and 5,000 FCFA);
  • A tax stamp of 1,000 FCFA

The total cost varies by locality, as follows:

  • A town planning tax, the amount of which varies from CFAF 1,000 to 5,000
  • A tax stamp of 1,000 FCFA

  • The building permit or authorization is an administrative action taken by a decentralized authority. On the territory of municipalities, rural communities, whoever wishes to undertake construction for residential use or any other type of use, must first obtain a building permit.
  • The building authorization or building permit aims to guarantee compliance with urban planning and architectural standards.
  • It is required for new construction work, the construction of fences with a height exceeding two (2) meters, exterior modifications made to existing constructions, resumption of major works, elevations, and work involving a significant modification of the interior distribution of existing buildings. It concerns all these works regardless of the use (residential or other) of the building.
