Apply In-Person

  1. Any promoter and investor who intends to open and operate a tourist accommodation establishment is required to submit the request for approval accompanied by the supporting documents (mentioned under required documents section below) either in person or post at the Ministry of Tourism and Air Transport, Directorate of Tourism Regulations office or the nearest Regional Tourism Services office.(Please view address details under office location and contact section below).
  2. It is only after the deposit of the complete file, that the application file will be registered and recorded and applicants will be issued with an acknowledgment letter containing details of their application if submitted in person.
  3. The application file will then be forwarded to the competent authorities/departments, who will then conduct their due diligence independently and then forward their opinion to the ministry of the tourism office.
  4. Approval is granted by decree of the Minister in charge of Tourism after consulting the national commission for approval and classification of tourist accommodation establishments.
  5. If approved, the applicant will be notified of the outcome by post/phone and given further instruction on where to collect the decree/order granting the opening and operating of a tourist accommodation establishment, against the applicant identification document and the acknowledgment letter/approval letter.


Apply Online

  1. The online application is only applicable within the Dakar region, applicants should visit the TéléDac website via this link Link and log in with your credential (user name and password) if already registered.
  2. If you do not have an account, click on CREATE AN ACCOUNT tab, fill out the registration form accurately, and then click on the REGISTER tab.
  3. An account activation link will be sent to the email address, you had registered with, click on the link, you will then be re-directed to the TéléDac platform, enter your (user name and password), and then click on the TO LOG IN tab to access your account.
  4. Upon login, click on the PROCEDURES tab located on the right side of your computer screen, you will be redirected to the next page, select TOURISM option, then click on REQUEST FOR AUTHORIZATION TO OPEN TOURIST ACCOMMODATION ESTABLISHMENT option.
  5. You will then be redirected to the application forms page, proceed with the application process by filling out all the mandatory questions accurately, attach all the required documents as listed on the site, validate that all the information you have provided is accurate before submitting it.
  6. You will then receive a confirmation mail via your email address, confirming that your application file has been taken into consideration.
  7. Upon receipt of the application file, the ministry will then be forwarded to the competent authorities/departments, who will then conduct their due diligence independently and then forward their opinion to the ministry of tourism office.
  8. Approval is granted by decree of the Minister in charge of Tourism after consulting the national commission for approval and classification of tourist accommodation establishments.
  9. Required DocumentsEdit

  • A letter addressed to the Minister in charge of tourism specifying the exact address of the tourist accommodation establishment;
  • A copy of the approval issued by the Minister in charge of tourism;
  • A request for final classification with, annexed if necessary, the final detailed plan of the installations and the description of the services to be provided specifying the accommodation and // or catering capacity of the establishment and ancillary activities if applicable;
  • A comprehensive civil liability insurance policy;
  • A certified copy of the national identity card of the proposed manager; - an extract from the criminal record of the proposed manager
