Apply In-Person:
- To Apply for Animal Welfare License, the applicant must approach their respective Local Council in Scotland link
Note: The applicant must select their Local council from the drop-down menu.
- An application form will be provided to the applicant by the concerned officer.
- The applicant must fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant must attach photocopies of the required documents along with the application form while submitting it.
- Submit all the documents with the completed form to the concerned officer.
- The applicant must pay the prescribed fee as requested by the authority.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- The local authority will assess the application and decide whether to grant the applicant a license.
- This entire process can be completed within 15 - 30 days or as per the timeline advised by the respective department authority.

- Other documents: The applicant’s local authority may also require him/her to provide other documents, such as a copy of his/her business plan or a letter of support from a trade association.

EligibilityEdit
- Under The Animal Welfare (Licensing of Activities Involving Animals) (Scotland) Regulations 2021, any persons or organisations operating animal welfare establishments (such as animal sanctuaries or animal rehoming centres) where 8 animals (excluding fish) or 5 dogs or 5 equines are kept at the same time by the operator of the animal welfare establishment must be licenced.
- The 8-animal threshold excludes any animal under 4 months old if it was born within the animal welfare establishment, or arrived at the animal welfare establishment with its mother.

- The applicant must pay the prescribed fee as requested by the authority.
ValidityEdit
- The Animal Welfare (Licensing of Activities Involving Animals) (Scotland) Regulations 2021 allow us to issue licences with a duration of one, two or three years.
In determining the duration of a licence the Council must be satisfied that the period to be granted is appropriate on the basis of its assessment of the following:
- The risk of the applicant breaching the licence conditions (including any particular licence conditions to be attached to the licence by us in relation to that particular operator);
- The possible impact of any such breaches on the welfare of any animals; and
- Whether the applicant is already operating to higher standards of animal welfare than required by the licence conditions

Please note that the applicant does not meet the criteria for licensing an Animal Welfare Establishment if the animals are kept:
- As pets.
- At premises used for the care or treatment of animals by a person who is a veterinary surgeon.
- By or are in the care of a local authority.
- As part of farming or for use in the course of a business.
- Temporarily by persons licensed under the animal boarding establishments act 1963.
- Solely for military, police or sporting purposes.
- For exhibition for the purposes of education or entertainment.
- To be trained as assistance dogs.
