Apply In-Person

  1. To apply for a Special Warehouse Excise license, the applicant will need to submit the application form at the nearest Canada Revenue Agency (CRA) tax service office. Find the nearest office by clicking on the link under the “Office Locations and Contacts” section of this page.
  2. The applicant will need to fill out form L63. Here is the link to the form Link
  3. Fill out the application form with all relevant details, in Section F of the application form, under “Indicate Type of License(s) required”, tick on the “Special Excise Warehouse” option.
  4. An authorized individual or corporation must sign the “Certification” section of the application form, if a corporation is signing the form, the application must also bear the corporate seal.
  5. The applicant does not need to pay any fee to obtain the license.
  6. Once submitted, the applicant may need to submit additional documents, find a list of documents under the “Required Documents” section of this page.
  7. Once the application has been approved, the applicant can collect it from the office or will obtain the license by mail will be told to the applicant by the authorities.

EligibilityEdit

  • The applicant possesses, receives, buys, sells, uses, imports, exports or performs any other activity with alcohol and tobacco must apply for the license.
  • The applicant must be 18 years of age.
  • The applicant must have sufficient funds to conduct the business in a responsible manner.
  • The applicant has not defrauded her majesty.
  • The applicant is not the subject of receivership with respect to their debts.

  • An applicant with a tobacco license is required to have a separate warehouse to store unstamped tobacco products, it cannot be stored with the alcohol.
  • Depending on the kind of activities, the licensee is required to obtain other licenses such as a spirits license, a tobacco license, or a wine license.
