Rwanda - Obtain a Special Economic Zone User License

Apply In-Person

  1. Identify land to Buy land from a developer in the zone, then buy the land and obtain the leases documents or the land title deed
  2. Obtain the Environmental Impact Assessment (EIA) certificate form the Rwanda Development Board (RDB) by applying for it online through the One Stop Centre Registration Portal: RDB
  3. Then request and obtain the construction permit form the Rwanda Development Board
  4. Once you have obtain the construction permit request for the occupational permit from the RDB by sending a request letter and a copy of the construction permit through their email address
  5. Finally apply for the Special Economic Zone user license by:
    • Obtain the application form for Special Economic Zone developer license from the Rwanda Development Board (RDB) office in your locality in person
    • Refer to the last page of the application form to prepare the required information and collect all the required documents, including those mentioned in the “Required Documents” section below.
    • Attach all the required documents in a single fill and submit it to the RDB office in your region Special Economic Zones Authority of Rwanda (SEZAR) unit
    • The responsible SEZAR official will verify your application and if it is correct, it will be forward for approval and processing
    • Then you will need to visit the RDB office SEZAR unit to collect the Special Economic Zone user license
