Procedure

Apply by E-mail

1. Obtain the application form for Special Economic Zone developer license from the Rwanda Development Board (RDB) office in your locality in person or download it directly from the link provided in the “Documents to use” section below
2. Refer to the last page of the application form to prepare the required information and collect all the required documents, including those mentioned in the “Required Documents” section below.
3. Pay the required application fees and obtain the bank receipt
4. Scan all the copies of the requirements including the payment receipt and attach them in single file
5. Send the complete application to the Head of Special Economic Zones Authority of Rwanda (SEZAR) through their email address. (please contact the RDB to obtain the email address of head of SEZAR)
6. Upon a successful submission, you will receive a receipt of submission of complete application in your email box indicating that your application has been received.
7. SEZAR will assess your application and if it is correct, they will issue you a documentation for expression of interest through your email address
8. Fill and submit the expiration of interest documents to the head of SEZAR,
9. SEZAR will prepare and send you documentation for request for qualification; Note that the request for qualification includes legal requirements and technical and financial criteria required from bidders.
10. Fill and submit the statement of qualification to the head of SEZAR
11. You will receive the notification for pre-qualified bidders and SEZAR request for proposal
12. You can opt for a Consult data room for due diligence and meet SEZAR to discuss the bidding documents
13. Proceed and submit your proposal to SEZAR through the email address of the head of SEZAR and you will receive the notification of the winning bidder if you win the bid
14. SEZAR and you the winning bidder will have 30 days from the notification date made to you to negotiate and sign the relevant documents. Upon signature, SEZAR shall immediately issue the Zone Developer/Operator Licenses to you

• Shareholders resolution appointing board members, chairman and CEO
• Resolution granting signing
• List of shareholders with respective shareholding
• Resolution authorizing the investment in the Zone
• Financial statement for the last 3 years
• Proof of financial resources and funding plans
• Proof of technical capacity and previous experience with Zones or other large-scale real estate projects and infrastructure
• Business plan: including market demand analysis, cost-benefit analysis, preliminary feasibility study detailing the development, operation, and maintenance of the specific Zone, design, construction, provision of infrastructure and other real properties; a forecast or projected demand in terms of sectors and number of companies from each sector projected to invest in the Zone, environmental and social impact assessment, and evaluation and assessment for the provision of low carbon energy
• Concept master development plan including land-use, zoning, and any urban plans
• Identification documents
