  1. Create a user account to submit your application online via the One Stop Centre (OSC) Registration Portal through this link Registration Portal
  2. Once in the page, key in your user name and password if you already have an account to login or click on the Register Now button to create an account
  3. Fill in the required information and click on the Register button to submit the information then check your email address to activate your account by opening the link sent to you.
  4. By opening the link you will be directed to the OSC portal where you can login to your activated account by keying your user name or email and password.
  5. Upon successfully login, select EIA Certificate ( Click Here for this service) to commence your application
  6. In the new page, select New Project Brief tab and fill all the required information and upload all the necessary documents then submit your application for processing
  7. The system will automatically generate an email and send it to your email address notifying you that the application has been successfully submitted.
  8. The Rwanda Development Board (RDB) will make an appointment to visit your site of operations and notify you of the site visiting date through your email or phone
  9. On the site visiting date, an inspector from the RBD will assess the site and other stake holders may join the team depending on the complexity of the project i.e. representatives of Rwanda Environmental Management Authority, district environmental officers, land officers, etc.
  10. The RDB inspector will write a report of the inspection and upload the terms of reference, transmission of terms of reference and list of EIA experts in the online application system
    • Note that not all projects require an EIA. The Inspector will advise on way forward after full assessment depending on the following outcome:
      • Level 3: full EIA
      • Level 2: partial EIA
      • Level 1: non objection clearance (end of the process)
    • Visit you online OSC account to view the results of the assessment
  11. For "Level 3", the inspector will send the terms of reference for the EIA study and a list of EIA experts to you so that you can carry out the EIA study.
  12. Visit any of the EIA expert office to obtain the EIA Study report and submit the report online through your OSC portal account
  13. An RBD focal person will verify the EIA study report and in case they require additional information, they will contact you via your email or phone and request you to submit the required information through the online system, once every information has been verified, your application will be processed a certificate will be produced
  14. You will receive a soft copy of the certificate via your email address and you will be required to visit the RBD office, OSC unit and sign the register to collect your complete hard copy of the certificate.

Note:

  1. For big projects, it might take more than 20 days after the submission of the EIA report to obtain an EIA Certificate. In this case, you will be informed at the time of submission of the EIA report. The assigned focal person will call you to let you know when the Environmental Impact Assessment (EIA) Certificate is ready.
  2. If the certificate is collected by the designated person, that person signs on behalf of the owner of the certificate.
