  1. To obtain license or permit for VSAT and SATPHONE station, you would have to approach the Rwanda Utilities Regulatory Authority.
  2. An application letter on the applicants letterhead, including the Applicants profile and the intended use of the Very Small Aperture Terminal (VSAT) installation/s. should be addressed to the Director General of RURA on the address provided below.
  3. Make sure you have all the necessary documents that are listed under the Required Documents section of this page.
  4. Following Application Form should also to be completed and submitted to appropriate authorities, You could also obtain the application form in the office of Rwanda Utilities Regulatory Authority.

Required DocumentsEdit

  • Application letter on the applicants letterhead, including the Applicants profile and the intended use of the Very Small Aperture Terminal (VSAT) installation/s. should be addressed to the Director General of RURA.
  • Application form that can be used : Application Form
  • Clear photocopies of the following documents.
    • Registration Status
      • Certificate of Incorporation
      • Business Name
      • Registration Certificate
    • Rwanda National Identity Cards/Foreing Passport of Directors (if applicable)
      • Both side of the identity should be copied to the same side of paper
      • Passport copies should include pages showing nationality, date of issue and expiry, owners name and photograph.
    • From Rwanda Revenue Authority
      • Personal Identification Number Card (PIN)
      • Value Added Tax Registration Certificate (VAT)
      • Valid Tax Compliance Certificate
