Procedure

To apply for a provisional driver license, you could contact one of the approved local driver license school in your area who could help you out in doing it. Following are list of few driving schools in Rwanda : Rwanda Driving Schools

To get yourself registered for Provisional Driving License exam, Use your cell phone and type: ID number (leave a space), identify your district (leave a Space) type the letter P (leave a space) type figure 0 (leave a Space) type your Rwanda Revenue receipt Number and send to 3126.
