Rwanda - Importing Goods
ProcedureEdit
- The importer should ensure Receipt Of Cargo Documents from Origin
- The Importer obtains documents from the Supplier.
- He then forwards the documents to his Clearing Agent:
- On receipt of the necessary cargo documents, a Clearing Agent opens/lodges a declaration into Customs system (IM8/EX8 for transit) and makes payment to the bank/cashier (including seal fees where necessary).
- Customs officer receives a paid transit declaration (IM8/EX8) with supporting documents from the clearing agency.
- Customs officer shall conduct documentary examination on documents lodged to establish the correct bond to be debited.
- Customs officer will generate a transit document (T1) in MODTRS of ASYCUDA++ for the vetted declaration (IM8/EX8)
- Customs officer will automatically debit the transit bond account of the clearing Agency at theregistration of the transit document (T1)
- Customs must ensure that the cargo is sealed before it is released
- The transit officer at the destination office shallensure the following the IM8 and TI submitted by the clearing Agent have been endorsed by the transit officer from the departure office and checks whether the seals are intact.
- The transit officer alsoverifies the conformity of the vehicle registration number with the customs documents.
- The transit officer also Validate the T1 to acquit the bond if the transit officer at the destination office is satisfied with information.

- Importers are advised to prepare and organise Import documents, entries and supporting documents filed for their own purpose
- To facilitate importation of goods into Rwanda, importers often use a clearing agent.
- Goods for Importation shall be entered using form C17 Form.
- Mutual co-operation and consultation between Customs and importers is necessary for successful verification.
- It is assumed that the contract has already been agreed upon and signed by both parties.
- Documents required for clearance by government ministries, customs authorities, port and container terminal authorities, health and technical control agencies and banks are taken into account.

Need for the DocumentEdit
Import of goods into Rwanda mainly involves transaction and sell of goods from oher countries into Rwanda. Import of goods is managed by the Rwanda Revenue authority.
Information which might helpEdit
- Rwanda prohibits the importation of plastic bags. Goods packed in plastic bags may be prohibited from importation, depending of the on type of bag.
- Exporters must obtain permission from the Rwanda Environment Management Authority - REMA to import plastic bags as packaging material for export purposes.
Other uses of the Document/CertificateEdit
Please explain what are other uses of obtaining this document/certificate. e.g. Birth Certificate can be used as proof of identity.
