ProcedureEdit

  1. Once the motor vehicle has reached the entry point in Rwanda, Contact a clearing agent to assist you with the custom processes that require a registered clearing agent. View the list of approved clearing agencies via this link: clearing agent
  2. Clear the consignment by:
    • Having your clearing agent declare the goods through the E-SINGLE WINDOW portal: E-SINGLE WINDOW and obtain the Home consumption declaration - IM 4 and Assessment notice for import declaration
    • Pay the import tax and declaration fee as recommended in the Assessment notice for import declaration at the bank and obtain the Payment confirmation - import declaration
    • Upon payment the consignment will be inspect by a custom officer who will assess the declared value of the consignment and when necessary amend the value on the declaration, which can lead to a variation in the amount of tax to be paid. Note that this step does not apply to importers classified in the Gold Card Scheme and Authorized Economic Operators (AEO) program, due to proven compliance with customs regulations. This means that their cargo gets an automatic release while being selected in blue and green lanes.
    • Upon a successful inspection by customs, obtain the vehicles logbook and plate number form the customs office by submitting the motor vehicle release order
  3. Then the custom officer in charge will confirm the details of the motor vehicle if it matches the information provided in the declaration note and issue you an exit note releasing the motor vehicle to enter Rwanda

  • Registration fees for imported motor vehicles are paid at Customs during the declaration process. Upon payment, Customs issues a registration card and the registration fees for motor vehicles already registered in Rwanda are paid at Domestic taxes Department. The registration fees are paid only once for both imported and already registered motor vehicles in Rwanda.
