Procedure

How to Apply

1. Visit a private veterinary with the pet you intend to export to have it tested and obtain the veterinary certificate.
2. Obtain a veterinary health certificate for export by depositing the certificate fee at the Bank to the Rwanda Agriculture Board (RAB) Account number: 400374715110578 Account name: RAB Internally Generated Revenue, then apply for the certificate through the RBA E-portal: E-portal
3. Contact a clearing agent to assist you with the customs process that require a registered clearing agent, view the list of clearing agencies via this link: clearing agent
4. Apply for the certificate of origin by having the clearing agent apply for it through the Rwanda e-single window: Rwanda e-single window you can also find out about the particular rules of origin that apply to the specific product and export market. 5. Then obtain an airway bill by:
   • Contacting an airline to book cargo space according to the weight of your Cargo (pet). Note, the booking must be done at least 24 hours prior to direct flights and 48 hours prior to transiting flights
   • Transport your pet to the airport warehouse for cargo scanning, this must be done 6 hours before flight for security purposes at the presence of a police officer
   • Then cargo (pet) will be weighed and an airway bill will be prepared according to the weight and nature of the consignment
   • Obtain the airway bill and pay the prescribed amount at the bank
6. Clear the cargo by having your clearing agent declare the cargo online through the Rwanda e-system window: e-system and pay the prescribed clearance fee. NOTE: Payment can be made online on Rwanda Revenue Authority account at any of the commercial banks that provide that service, and via MTN Mobile Money, by selecting payment (#3) and Rwanda Revenue (#6).Once the payment is made, the Customs office gets an automatic notification in the electronic single window system so they can produce the release documents right away.
7. Finally you will obtain a release order and Exit note - Export allowing the cargo to proceed outside Rwanda

Fees

• Export fee depends on several factors. You can use the help of your clearing agent to assist you in calculating the required fee, however the declaration fees RWF3000

Explain the time until which the certificate/document is valid.

Instructions

• Release order serves as confirmation that cargo declaration is complete and payment of the processing fee is done. It is produced by the customs officer after verification of declaration and payment in the electronic single window.
