How to Export
Step 1: Obtain a mineral recommendation letter form the Rwandan Mines, Petroleum and Gas Board (RMB) then apply and obtain the minerals buying and selling permit.
Step 2: Contact a clearing agent to assist with the customs processes and obtain the correct necessary documents. You can view the list of registered clearing agents via this link: clearing agent
Step 3:Obtain an EAC certificate of origin through your clearing agent if the products are to be exported to a country inside the EAC region, this can be applied online by a registered custom agent through this link to Rwanda e-single window: Rwanda e-window or mobile app
Step 4: Clearance of consignment:

  • Have you clearing agent declare the cargo and pay the declaration fee through the Rwanda e-single window portal or mobile app and submit the required documents and you will obtain an export declaration form, Assessment notice Ex1 and payment confirmation
  • The Transit, Export and Outstation Division will send a custom officer to inspect the products and once the consignment inspection is compete, the inspector will affix a seal on the consignment
  • Produce you custom reference to the Transit, Export and Outstation Division to obtain the release order and exit note.
  • Proceed and transport you goods to the exit border, and produce the release order and exit note to the custom office at the exit border.
  • The customs officer checks the documents accompanying the goods and whether seals and number plate written on the exit note correspond with the truck information. If corresponding, the customs officer gives the "exit confirmation" (signature and stamp on the exit note), allowing the consignment to leave the territory.

  • Only accredited clearing agents are able to access the ESW. The exporter submits all necessary documents to the clearing agent. The clearing agent prepares and submits online export declaration together with supporting documents.The customs officer verifies both the customs entry and the attached supporting documents.
