Procedure

How to Export
Step 1: Obtain an International Veterinary Certificate: refer to wikiprocedure; Rwanda-Obtain International Veterinary Certificate to view the full procedure.
Step 2: Contact a clearing agent to assist with the customs processes and obtain the correct necessary documents. You can view the list of registered clearing agents via this link: clearing agent
Step 3: Obtain an EAC certificate of origin through your clearing agent if the products are to be exported to a country inside the EAC region, this can be applied online by a registered custom agent through this link to Rwanda e-single window: Rwanda e-window or mobile app.
Step 4: Clearance of consignment:

• Have you clearing agent declare the cargo and pay the declaration fee through the Rwanda e-single window portal or mobile app and submit the required documents and you will obtain an export declaration form, Assessment notice Ex1 and payment confirmation.
• The Transit, Export and Outstation Division will send a custom officer to inspect the products and once the consignment inspection is compete, the inspector will affix a seal on the consignment.
• Produce you custom reference to the Transit, Export and Outstation Division to obtain the release order.
• Have your clearing agent generate T1 through the Rwanda e-single window and fill it accordingly then submit it for validation through the same system Rwanda e-single window. Note that T1 can only be generated after the release order has been issued. Once the T1 is submitted for validation, the customs officer of the office of departure is notified so they can fill in the necessary information (customs seal number, number of seals affixed on the container, time limit before reaching the destination office), and finally validate for departure.
• The clearing agent will obtain validation for departure through the Rwanda e-single system print the T1 validated for departure and hand it to the driver to commence the journey to the exit border
• Once the goods are at the exit border, the customs officer will check the documents accompanying the goods and whether seals and number plate written on the T1 correspond with the truck information. If the information is matching, the customs officer approves in the system the goods arrival option, and adds signature and stamp on the T1, allowing the consignment to leave the country.

Fees

• Fee depend on several factors, i.e. Agent fees, number of declaration and number of containers to be transported, processing declaration online is RWF 3,000

Instructions

• Payment can be made online on Rwanda Revenue Authority account at any of the commercial banks that provide that service, and via MTN Mobile Money, by selecting payment (*3) and Rwanda Revenue (*6).Once the payment is made, the Customs office gets an automatic notification in the electronic single window system so they can produce the release documents right away.
