Rwanda - Apply for a Temporary Movement Permit

ProcedureEdit

1. Go to the Directorate General of Immigration and Emigration to find out about the work permit you would like to apply for i.e. fond out the requirements and also obtain application. These can also downloaded from the directorates webpage http://www.migration.gov.rw.

2. Prepare all required documents, translate into accepted languages where necessary and take for notarization and make copies;

3. Investors are required to proceed to the Rwanda Development Board to be certified;

4. Make all necessary payments;

5. Attach payment receipt and all other documents on to the application; and

6. Submit application at the Directorate General of Immigration and Emigration Head offices in Kigali. Apply Online

Go to the Directorate General of Immigration and Emigrations website (http://www.migration.gov.rw) and select the option our services under our services select permits this will lead you to a page http://www.migration.gov.rw/index.php?id=79, on this page select the type of permit you would like to apply for to start application.

Alternatively go to http://www.migration.gov.rw/index.php?id=28 and fill an online application form will appear fill in all required fields and attach all required documents.

After click submit at the bottom of the page to submit application.

EligibilityEdit

Foreigner who wish to stay in Rwanda for a given / limited period of time who meets the requirements. Those eligible to apply for the different sub classes of temporary movement pert are as below:-

Sub-Class A1: Applicant must be a certified foreign investor intending to engage in prospecting for minerals, mining or any other related activities in the country.
Sub-Class A2: A certified foreigner entrepreneur intending or engaged on his or her account in prospecting and mining.
Sub-Class B1: A certified foreign investor intending to involve in or involved in agriculture, animal husbandry and others related activities in Rwanda.
Sub-Class B2: A certified foreigner entrepreneurs involved in Agriculture animal husbandry and others related activities in the country.
Sub-Class C1: Applicant must be a foreigner with prescribed profession intending to involve or involved on his/her account or in partnership in exercising his/her profession in Rwanda.
Sub-Class C2: Must be a professional player or artist intending to involve or involved in exercising his/her profession.
Sub-Class D1: Applicant must have been accredited to Rwanda as a diplomat to represent his/her country.
Sub-Class D2: Must be a foreigner who is working in an international organization and has a diplomatic status.
Sub-Class E1: Must be employed on government contracts including a person serving in tertiary institution or parastatal.
Sub-Class E2: Applicant must be a person providing technical assistance to Rwanda under a bilateral agreement with another country or with an International Organization.
Sub-Class F1: Must be a foreigner considered as investor intending to involve or involved on his or her account in specific manufacturing and processing in Rwanda
Sub-Class F2: Applicant must be a foreigner considered as an entrepreneur intending to involve or involved in specific manufacturing and processing in Rwanda.
Sub-Class G1: Must be a national from the country within East African Countries (EAC) and Communaute Economique des Pays de Grands Lacs (CEPGL) who engages in trade of goods or services.
Sub-Class G2: This is issued to a person who is a national of the countries outside East African Countries (EAC) and Communaute Economique des Pays de Grands Lacs (CEPGL) who engages in specific trade of goods or services
Sub-Class H1: Must be a skilled Worker on an Occupation on Demand List who possesses the qualifications or relevant work experience on an occupation on demand list.
Sub-Class H2: Applicant must be a skilled worker sponsored by his/her employer and who possesses required qualifications or relevant work experience.
Sub-Class H3: To be eligible an applicant must be a Journalist or a foreign media representative with an accreditation from the competent Rwandan Authorities.
Sub-Class H4: Must be a semi skilled or artisans
Sub-Class H5: Must be foreign staff working in an international organization.
Sub-Class I: Must be a foreigner engaged in approved religious activities
Sub-Class J1: Applicant must be a certified foreign investor intending or engaged in hospitality industry and related activities in Rwanda.
Sub-Class J2: Eligible is a foreign entrepreneur who wants to engage or engaged on his or her account in hospitality industry and other related activities in Rwanda.
Sub-Class K: Eligible is a person with assured income and a retired person who wants to be employed in Rwanda, with a minimum age is

55 years of age; and must have at least an income of 5,000 $ per month.

Sub-Class M1: Eligible is any dependant of a Rwandan national.
Sub-Class M2: A dependant of a temporary resident holder.
Sub-Class M3: A close relative / family member of a holder of permanent Resident permit.
Sub-Class S1: Must be a foreigner residing within the border area of a country bordering Rwanda who regularly enters and exits Rwanda to work or do business.
Sub-Class S2: Applicant must be a foreigner who reside in Rwanda within a frontier region but regularly exits Rwanda to work or do business in the border region of the bordering country.
Sub-Class N1: must be a foreigner who wants to stay in the country study purposes.
Sub-Class N2: A foreigner who wishes to stay in the country for purposes of training or academic research in order to enhance his/her skills.
Sub-Class P1: Someone who wishes to do voluntary work with an organization in Rwanda which has an agreement with the government of Rwanda or an International Organization.
Sub-Class P2: A student of a recognized institution of higher learning working during his/her holidays or a student who has just completed studying.
Sub-Class R: A foreigner who has been contracted to work in the country for a period not more than ninety (90) days.
Sub-Class W1: Must be a certified foreign investor intending or engaged on his or her account in information technology and related activities in Rwanda.
Sub-Class W2: Applicant must be a foreign entrepreneur wishing to involve or involved in information technology or related activities in Rwanda.
Sub-Class X1: Applicant must be a certified foreigner investor intending to invest in or already investing in transport and logistics in Rwanda.
Sub-Class X2: Must be a certified foreigner entrepreneur intending to involve or involved in transport and logistics in Rwanda.
Sub-Class Z1: A certified foreigner investor intending invest in or engaged in other investments in Rwanda.
Sub-Class Z2: A certified foreigner entrepreneur intending to involve or involved in other investments in Rwanda.

Sub-Classes A1, A2, B1, B2, C1, E1, F1, F2, G2, H1, H2, H3, W1, W2, X1, X2, Z1 and Z2 fees= 100,000 frw

ValidityEdit

This varies basing on the type of permit applied for.either 2 years or 3 years

One (1) to five (5) days basing on which type is applied for.

InstructionsEdit

1. Documents should be in either French or English.

2. Police Clearance should be original only

3. Applicants should apply for the permit within fifteen (15) days upon arrival in the country

4. Beware of penalties if you stay in Rwanda for more that fifteen (15) days without a permit.

5. Ensure that copies documents are certified by an Immigration officer

6. Immigration and Emigration law

7. Ensure that an employer has proof that he/she made a Labour Market Test and could not find an employee on the Rwanda Labour market.

Need for the DocumentEdit

A Temporary Movement permit authorizes the holder to move freely in a particular country for a given period of time. In Rwanda, the Directorate General of Immigration and Emigration (DGIE) has the authority to issue two permits. It issues a number of temporary permits and these are as below.
