Procedure

1. You could approach the Short Codes search tool to first check whether the short code or the special number that you are planning to obtain already been taken by searching using the following link : Short Code Search Tool
2. Fill up the on-line application which is in the following link : On-line Application
3. Also, take a print out of the application form after completing and submitting it. Along with the application form submit the application letter, proof of payment of application fees and certificate of incorporation within a period of 2 weeks.

• Proof of payment of 25,000Rwf of application fees (to be paid on RURA Account No 130.105.4.998 in COGEBANQUE)
• A copy of instrument of incorporation in the Republic of Rwanda (for Companies, NGOs, Cooperatives and Association)

• Short codes are 3 digits and 4 digits,
• Assignable short codes are of three following categories.
  • Emergency Short Codes
  • Operator Internal Network Codes
  • Cross Network Codes

This procedure provides you information about how to obtain a Short Code Number or a Special Telephone Number from Rwanda Utilities Regulatory Authority (RURA).

Information which might help

The emergency short codes are of three (3) digits, and can be assigned for use of some of the following emergency service.

• Human life protection
• Security assistance
• Child helpline
• Fire-fighting
• Other emergency services as might be determined from time to time by the Regulatory Authority.
  

These short codes are assigned and accessed free of charge; and the same number must be used across all the networks for the same service.
