Rwanda - Apply for Registration and Licensing to Practice Nursing (Midwife)

Registration for Student (Locally Trained Nurse)
- For a nurse/midwife to practice in Rwanda he or she should be registered and licensed with the National Nurses and Midwives Council of Rwanda (NNMC), Registry Office. It is the responsibility of the Council to ensure that all nurses/midwifery that are within its jurisdiction meet a certain level of competence before starting their practice NNMC Contact Details
- Applicants should collect the Verification Registration form, issued at the council office; copies of this form are also downloadable via the NNMC website Council Forms or directly download via this link Nurse and Midwives Verification Registration Form
- Upon obtaining the registration form, carefully complete the forms with appropriate information under relevant sections, once completed applicant should attest their signature under the declaration section.
- Attach all the relevant supporting documentation as listed under the “Required Documents” section below, before submitting the complete dossier for verification and processing to the Nursing and Midwifery Registry Office either in person.
- Upon receipt of the application, the registrar shall forward all received registration files for assessment and processing. The registrar will not take responsibility for an incomplete application and shall be denied.
- All application forms will be reviewed by the Council-appointed registration Committee within six (6) weeks of submission but may depend on the volume of applications being reviewed by the Council at the said time. The Council will endeavor, however, to inform the applicant if there is a delay in the review process beyond this time period.
- Once the application is reviewed and approved by the Committee, the applicant will be informed and requested two make all payments for all applicable fees. Please refer to this page’s “Fees” section for more information.
- Once all payments have been made, the registration certificate, practicing license, Badge, and a Continuous Professional Development logbook will be issued.
- An applicant could authorize someone to make a payment and collect a registration certificate on his or her behalf. But if you send someone to collect for you, you suppose to write a letter to the registrar’s office so as to authorize him/her. Give the letter to the one whom you want to collect for you, and he/she will bring it to the office.
Temporary Registration (For foreign Registration)
- Foreign-trained Nurses and Midwives are required to be registered and licensed with the Nursing Council of Rwanda for them to be able to practice; he/she is required to show that they have attained the required competency by Council standards. Applicants should refer to the “Eligibility” section of this page to confirm eligibility and contact the Council Registry Office to begin the registration process.
- Applicants will be required to collect and complete the verification Registration form, issued at the council office; copies of this form are also downloadable via the NNMC website Council Forms or directly download via this link Nurse and Midwives Verification Registration Form
- Upon obtaining the registration form, carefully complete the forms with appropriate information under relevant sections, once completed applicant should attest their signature under the declaration section.
- Attach all the relevant supporting documentation as listed under the “Required Documents” section below, before submitting the complete dossier for verification and processing to the Nursing and Midwifery Registry Office either in person or sent via this council email address: [email protected]
- Please note; the application shall also be accompanied by all applicable fees and should be deposited as prescribed by the Registrar and proof of payment shared with the Council Registrar's office.
- Upon receipt of the application, the registrar shall forward all received registration files for assessment and processing by the Licensing and Registration committee; which shall then verify the applicant's qualifications with the relevant training school and board of nursing/midwifery from the respective country. The registrar will not take responsibility for an incomplete application and shall be denied.
- Upon being satisfied with the information provided by the respective institution, the applicant will be required to undergo a practical orientation program (clinical placement) in a Teaching, Regional, or any hospital accredited by the Ministry of Health/Council to acquaint themselves with healthcare systems in Rwanda.
- If documents are supplied via email, applicants must present to the NCNM office original copies of the certificate prior to deployment to the clinical site in case of temporary registration.
- The Health Profession will be registered as a temporary Nurse/ midwife with the Council Registrar and will be issued a Temporary Registration Certificate, practicing license, Badge, and a Continuous Professional Development logbook.
- The applicant will be notified to collect Authorization documents via text or phone call. One is required to bring proof of identification when collecting the documents.
- Temporary license is granted for one year only. Should the applicant wish to stay longer they must apply again.
- The foreign Nurses/midwives will be required to serve mandatory years of service. After three years of satisfactory service in Rwanda, they are transferred from the Temporary register to the Main register.
Apply Online
Step 1: Register with the National Council of Nurses and Midwives of Rwanda - NCNM Portal (New Applicants)
- Using a browser applicants should browse the NCNM Sevice Portal, read through the instruction, and then click on the “Create Account” tab.
- On the next page enter the ID Card N° / Passport N° then click on the “ Submit” tab, after the Your ID Card N° / Passport N° has been verified click on the “Here” hyperlink to be redirected to the Membership Registration page.
- Applicants must complete all relevant sections and sub-sections except where it is written ‘optional’;
- Under Personal information; upload a recent photo size, enter your name, date of birth, gender, Marital status, nationality, ID Card N° / Passport N°,Father’s and Mother’s name/ Guardian, capture the image code then click on “Create New Account” tab.
- Under the Addresses section: Enter all current contacts, capture the image code then click on the “Create New Account” tab.
- Under Education and Work Experience section: Enter Secondary School (s), O Level, A Level & A2 Nursing; Nursing/Midwifery school(s) Attended(University); Qualifications(professional/s); Employer details from now to ten years back; Registration/Licensure with Nursing Council or Board of Nursing; Current Employing Agency; Employing Agency Type details, upload all the supporting documentation as listed on the site, captcha the image code then click on “Create New Account” tab.
- Under Account Info: Enter username, and email address, re-enter the password twice, capture the image code then click on the “Create New Account” tab.
Step 2: File the Application for Registration and Licensing
- Once logged on to the portal, click on the “Application Forms” option on the main menu bar, on the next page applicant should select either “Application for Registration” in case of local trained or “Application for Temporary Registration” in case of foreign-trained application.
- The Application for Registration or Temporary Registration page will be displayed, proceed with the registration process by completing all mandatory fields; attach all supporting documentation as listed on the site; share payment details, before submitting the application for assessment.
Step 3: Assessment/ reviewing and issue of the Registration Documents
- Upon receipt of the complete registration dossier, the Registrar will check the documents for completeness and authenticity. If everything is in order he/she shall forward all applications to the Registration and Licensing committee.
- The NCNM reserves the right to reject the application if there are details missing or if the applicant does not meet all requirements to be considered
- Upon being satisfied with the information provided by the respective institution, candidates will be invited for an oral interview by the Registration and Licensing Committee. Based on the results of the oral interview, the applicant will be required to undergo a practical orientation program (clinical placement) in a Teaching, Regional, or any hospital accredited by the Council to acquaint themselves with healthcare systems in Rwanda.
- After successfully completing the clinical placement the applicant will be registered and issued the Registration certificate, practicing license, Badge, and a Continuous Professional Development logbook.
- Temporary license is granted for one year only. Should the applicant wish to stay longer they must apply again.
- The foreign Nurses/midwives will be required to serve mandatory service years. After a satisfactory service in Rwanda, they are transferred from the temporary register to the Main register.
- Note: To view the applicant status applicant should log on to the portal and click on the “Submitted Application” tab.

Temporary Registration (For foreign Registration)
- A letter expressing interest to work in Rwanda including proposed dates of visit
- A letter of approval from the Ministry of Health
- A letter of support from the organization where the applicant intends to work/ practice while in Rwanda.
- A recommendation from the health facility where the applicant normally works as a nurse or midwife, or the sponsoring organization.
- A practicing license from the regulatory body in the country of origin or locale of current practice.
- Curriculum Vitae (Resumé).
- Two (02) Passport size photographs in color taken against a white background.
- Valid passport
- Visa ( where applicable)
- Criminal clearance record which is current
- Current academic level (if applicable).
- Completion of NCNM application form and submission of copies of all supportive documents
- Note: Where the language of the application or documents is in a language other than the official language used in Rwanda (Kinyarwanda, English, French, or Kiswahili) the documents must be professionally translated first.

EligibilityEdit
Applicants should meet the following criteria to be eligible;
- To be of good reputation and commendable conduct.
- To have never been sentenced in a felony or misdemeanor (for a custodial penalty in a crime involving moral turpitude or breach of trust, unless rehabilitated in either case). In short, not to have a criminal record.
- To have attained one of the following academic degrees:
- A Bachelor of Science in Nursing from one of Rwanda’s high institutes, or an equivalent degree elsewhere than in Rwanda, which the council recognizes as equivalent to the qualification by examination required by the council.
- A Diploma from a healthcare institute affiliated with the Ministry of Health (nursing division) or an equivalent degree.

- The validity of the registration certificate shall be mentioned on the document and while the practice license shall be subjected to renewal and payment of the practice fees after one year, this should be submitted on time before the lapse of the current practice license, to allow enough time for the renewal due process to be completed.
