Procedure

Apply Online via Email

1. First you will need to obtain an Environmental Impact Assessment (EIA) certificate, this can be obtained online. Refer to wikiprocedure:Rwanda-Obtain Environmental Impact Assessment (EIA).
2. Once you have obtained the EIA certificate, proceed to get the application form for designation of zone from the Rwanda Development Board (RDB) office in your locality in person or download it directly from the link provided in the “Documents to use” section below
3. Refer to the last page of the application form to prepare the required information and collect all the required documents, including those mentioned in the “Required Documents” section below.
4. Scan all the copies of the requirements and attach them in a single file
5. Send the complete application to the Head of Special Economic Zones Authority of Rwanda (SEZAR) through their email address. (please contact the RDB to obtain the email address of head of SEZAR)
6. Upon a successful submission, you will receive a receipt note in your email box indicating that your application has been received.
7. SEZAR shall evaluate the degree to which your business plan, 10-year market demand analysis and investor forecasts, socio-economic cost-benefit analysis, and pre-feasibility study on the development, operation, and maintenance of the proposed Zone, if it satisfy the following minimum requirements:- Economic Rate of Return (ERR) > 0- Internal Rate of Return (IRR) > 10%- Business plan including a 10-15 years projection
8. Within 90 days after the submission of a complete application, after ensuring that the required criteria are met, SEZAR shall issue a preliminary notice for comments by publication in local media requesting any entity that may be affected by the proposed Zone to submit comments in the next 10 days.
9. Within 30 days of the end of the period granted for submission of the comments, SEZAR shall give recommendation to the Board of SEZAR on whether or not a proposed site is suitable for the establishment, development, and operation of a Zone.
10. Once a conclusion is reached you will receive a letter from SEZAR notifying you of the Board's decision.

• NOTE: In case of approval, the determination shall be sent to the Prime Minister for designation of the Zone by Prime Ministerial order that converts the subject area to a legally-designated Zone. The Determination shall include (i) a detailed statement of its reasons and its legal basis, (ii) the geographical location, specific metes and bounds, map coordinates, and reference to applicable land and real properties titles for the Zone site, and (iii) the specific use of the Zone site.
• The Determination resolving not to establish a proposed site as a Zone must include a detailed statement of the reasons and the legal basis for the administrative determination.

• The designation of a Special Economic Zone is valid for 3 year and eligible for renewal at the end of this period
