Apply Online

  1. Obtain payment advice ticket by non-fiscal revenue services page: Rwanda revenue Authority and fill all the required information. In the “Service Provider” section, open the drop box and select MINAGRI and in the “service” section open the drop box and select Certificate Phytosanitary (Plant health certificate) compete the form and submit, you will receive the advice ticket with the amount to pay in your email account inbox from the Rwanda Revenue Authority (RRA)
  2. Go to the bank and pay the prescribed amount in the advice ticket, then obtain the phytosanitary certificate fee payment receipt
  3. Visit the eRalis portal via this direct link: eRalis portal
  4. Enter your email address and password to login if you are a registered user or click on New User to create your account.
  5. In the registration form, choose to register as an individual or company and enter all the required information and then submit by clicking on the submit button
  6. Upon successful submission, you will receive a notification directing you to complete the registration via the link sent to your email inbox
  7. Go to your email account and click on the link provided to setup your password, make sure that the password matches the confirmation password for a successful setup, then click on the Home icon to login
  8. Fill in the online application form and upload all the required documents and then click on submit to send your application
  9. Once submitted, you will be able to see the progress of your application in your account and determine the results of the application through the keys provided i.e. pending, rejected or approved
  10. After the authority has checked and approved the application, it will inform the plant services in order to assist and supervise all activities related to the product preparation.
  11. The Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA) will send an inspector for a pre-inspection of the product at the pack house where the products are being stored or before packing
  12. The inspector will inspect the product through all the processes that it may undergo and write a report based of the inspection results and leave after closing the boxes or bags.
  13. You will be required to sign the inspection result form and if your product did not meet the required standards, the inspector will advise you on areas to improve on
  14. The inspector will forward the results to the relevant authorities for informed decision making and preparing the phytosanitary certificate
  15. Once the certificate has been produced, you will need to visit the RICA office in person to collect it



Apply In-Person:

  1. To apply for a Phytosanitary Certificate, Applicant shall approach the Ministry Of Agriculture and Animal Resources. Contact details are listed below under the “office locations and contacts” section.
  2. You have to submit an Application form to the Ministry Of Agriculture and Animal Resources.
  3. Application form can be found on the following link: Link
  4. Download the application form and fill up your details.
  5. Please make sure you have all the required documents that are listed under the “Required Document” section of this page.
  6. The applicant shall present the duly filled application form and documents to the Ministry Of Agriculture and Animal Resources.
  7. Once your application is registered and processed, the inspector inspects the shipment.
  8. Once the inspection yields satisfactory results, the inspector issues a Phytosanitary Certificate.
