Procedure

Apply In-Person

1. Visit the City of Kigali premises and go to the one stop centre division for a pre-consultation with the division’s technical officer on how to proceed with the application. Note that this step is not mandatory but high recommended since incomplete applications are not accepted.
2. Gather and prepare all the required documents for your application, and obtain the application form for construction permit in person at the One Stop Centre unit in the City of Kigali office or download it form this link (Please copy the link and paste it in browser to make it work): https://businessprocedures.rdb.rw/media/Application%20Form-For%20Clients[1].doc
3. Fill the application form accordingly and double check with the check list in the application form if you have all the necessary documents
4. Write an application letter addressed to the mayor of Kigali following the format and instruction provided in the application form. (Step 2 above).
5. Attach all the requirements as instructed and any other particulars which you feel would be of assistance to the committee and submit the complete application to the City of Kigali office, One Stop Centre unit
6. Once submitted, your application will be assessed by the responsible authority, and upon satisfactory results they will approve it.
7. After completion of the preliminary design study, you will be instructed via telephone to collect the preliminary design study approval letter.
8. Submit the construction permit request documents through the E-Building Permit portal via this link: Building permit (you will have to login or signup to complete this step) or in Person to the City of Kigali office, One Stop Centre unit
9. Your documents will be assessed and if they meet all the standard requirements, you will be issued with a detailed design approval letter and a construction permit invoice and if the application is not successful, you will be informed of what is required to successfully process the application.
10. Make your way to the Bank of Kigali or any of its branch to pay the construction permit fees as stated in the invoice and obtain the payment receipt
11. Submit the payment receipt to the one stop centre office to enable processing of the construction permit
12. The permit will be processed and issued to you or to your representative who holds a legal power of attorney

1. One Copy of right of Ownership
2. Two Copies of Deed plan
3. Two Copies of Project brief
4. Two Perspectives vis a vis surroundings on A3
5. Two copies of Topographic map on A3
6. Two copies of site plan showing detailed measurements/designs for all paving, steps, walls, curbs and gutters, special features like bioswales, fountains, etc. including notes on materials and quantity calculations. (Refer to checklist for preliminary project proposal for detailed requirements on site plan).
7. Two copies of landscape plan on site plan showing location of plant materials, labelled in Latin/English/Kinyarwanda; and plant list with specifications for number of plants, size and variety.
8. Four copies of Architectural layout drawings, layout and details, on A0
9. Four copies of Water, plumbing and drainage drawings and details, on A0
10. Four copies of General arrangement of artificial ventilation, on A0
11. Four copies of Electrical, mechanical or fibre optical installation layout details on A0
12. Four copies of Structural drawings, layout and details, including bar bending schedule and structural calculations, on A0 (showing the loadings in your structural calculation notes)
13. Two copies of Bills of quantity
14. One copy of Soil test results (where applicable)
15. Environmental Impact Assessment certificate for the project accommodating 100 peoples per day. e.g.: Schools, Industries, Real Estates, Hotels, big complex for commercial.
16. Environmental management plan certificate for the project accommodating less than 100 peoples per day. e.g.: Apartments, commercial building.
17. Safety measure plan (Fire Management)
18. Project implementation plan
19. Application letter addressed to the mayor
20. Identification documents
21. Payment receipts
22. Power of attorney
