Russia - Single Status Certificate / Certificate of No Impediment

The Certificate of No Impediment must be obtained from the municipality where the citizen resided most recently (can be issued in English) and subsequently legalized by the Russian Ministry of Foreign Affairs
It is advisable to follow the guidelines that certain authorities deem necessary. Those wishing to marry overseas will need special documentation. First, couples will have to present a declaration that is processed by your local office where marriage documents are produced. This must be from the state where you live in Russia. On this statement will be recorded the fact that there has not be any marriage in recent years.
Due to the fact that these types of documents are sought for foreign involvement one will need the local or state registrars account or declaration to be authenticated to work abroad.
- Go to the Civil Registry office where marriages are registered.
- Present and submit required documents.
- Complete a form and declare.
- Pay the fee.

- If widowed, Death Certificate of previous spouse (and Marriage Certificate).
- If your name has been changed by Deed Poll, proof is necessary.

EligibilityEdit
Certificate Non-Impediment (CNI) is to be used as proof of unmarried status when getting married in a foreign country. It can be obtained through the embassy or by local authorities.

This document can be obtained through the embassy or through your local authorities.
If issued from the embassy, the CNI will be in Russian. It will be considered valid by the Russian officials for three months from the date of issue. Once issued, it should be legalised with Apostile stamp at a legalisation office as soon as possible.
After the Certificate of No Impediment is issued, it is necessary to have the signature of the consular officer attested at the Legalisation Department of the Russian Ministry of Foreign Affairs. You must visit the Legalisation Department of the Russian Ministry of Foreign Affairs in person in order to legalise the Certificate of No Impediment. This normally takes them five working days.

Other uses of the Document/CertificateEdit
In order for non-nationals to marry in a foreign country you will most likely be required to produce legal documentation from your country of citizenship verifying single status and that you are free to marry. This is known as a 'Certificate of No Impediment', 'Certificate de Coutume', 'Certificate of Nulla Osta' or a 'Certificate of Freedom to Marry'.
Overseas marriage authorities often require further evidence that the party is free to marry. Such evidence may be a statement from the Registry of Births, Deaths and Marriages that there is no record of the person having been previously married or a 'Single Status Certificate' or 'No Records Result'.

The Russian government (ZAGS) requires official proof of your legal capacity to marry. If you had your previous marriages dissolved you can provide ZAGS with official divorce decrees and their translations. Please note, that divorce decree should bear an apostille. An apostille is the equivalent of an international notarial seal. Any document which bears an apostille is legally valid for use in all countries party to the Hague Convention of 1961 on the legalization of documents. This includes the U.S. and Russia. To obtain an apostille on documents notarized in the U.S. (including civil records), you must apply to the Secretary of State of the state in which the document was notarized. The Secretary of State's office will verify the notary public's or other notarizing official's signature by placing an apostille on the document. If you were not married before ZAGS might ask you to provide a certificate that no impediment exists to the marriage. The United States does not require such a document. If such a document is requested, you need to prepare an affidavit with basic biographical information about you and your fianc. The information should be in both English and Russian. It is important that the Russian transliteration of your name be identical to that on your Russian visa and that all information pertaining to your Russian fianc be correct and accurate.
