Russia - Obtain a Temporary Work Permit

Work permit is issued to a foreign citizen in person upon presentation of an identification and recognized by the Russian Federation as such.
A foreign citizen who arrived in the Russian Federation in a manner not requiring a visa and obtain a work permit is required to:
- engage in labor activity in the region of the Russian Federation, which is specified in the work permit;
- to provide, within 30 days after receipt of permission to work in the Migration Service, which issued him a work permit, proof of his lack of drug addiction and infectious diseases that pose a danger to others, provided the list approved by the Government of the Russian Federation (leprosy ( Hansen's disease), tuberculosis, syphilis, Chlamydia lymphogranuloma, chancroid), and a certificate on the absence of the disease caused by the human immunodeficiency virus (HIV), if such a work permit issued to a foreign citizen for more than 90 days.

The application form is filled in Russian print or in electronic form, it does not permit the use of abbreviated words and acronyms. Information provided in the application must be exhaustive. Color photograph of a 30 40 mm to be glued to the application form in the box.
- Document certifying the identity of the foreign citizen and recognized by the Russian Federation as such;
- A document confirming payment of the state fee for issuing a foreigner work permit in the amount of 2,000 rubles;
- The migration card;
- Police certificate;
- Applicants income papers;
- HIV certificate; and
- Documentation that confirms that the foreign citizen is not a drug addict and does not have any infectious diseases.

ValidityEdit
Once the work permit is issued, you should find gainful employed within 90 days, otherwise you will be expected to leave Russia. If you are working, but you have to leave Russia temporarily, you do not have to apply for another permit: the work permit will stay valid for the period of time for which it was issued.
In case of failure to submit medical records within a reasonable period of time - work permits issued to foreign nationals are subject to cancellation.

Application for issuance of work permits to foreign citizens arriving in the Russian Federation in a manner not requiring a visa application with all supporting documents provided by a foreign citizen in person or through the organization engaged in the prescribed manner employment of foreign citizens in the Russian Federation, or by a person acting in accordance with the civil legislation of the Russian Federation as a representative of a foreign citizen in the migration service.
All foreign citizens, officially employed in Russia, will be registered in Russian immigration and tax officials by the employer.
There are certain categories of foreign citizens, who don't need a work permit:
- Temporary and permanent residents. (However, if you think it is a good way to get around the work permit rule, it's not so, because it's longer more complicated to get a permit of staying in Russia - see information in Temporary and Permanent Residence section below)
- Students, teachers. (Different rules apply to them - to be clarified with the inviting university or edudational institution)
- Dimplomats, representatives of international organisations (different rules apply).
Required InformationEdit
Companies wishing to employ foreign nationals in Russia must submit information regarding foreign labor needs forecast (quota applications) to the employment authorities by 1 May of the previous year. Such applications should be broken down by position and by nationality. So, companies have to go through a rather difficult exercise and predict far in advance whom they plan to employ during the next year, and in what role. The authorities would only allow those positions and nationalities that are indicated in the application and are officially allocated to this particular company as quota. This means that a company will be unlikely to be able to change its mind and, for example, seek to hire a French rather than an Italian manager, in the event that the quota application was for an Italian.

If you are going to be officially employed with a company in Russia, this company needs to issue the invitation for you, and to obtain a work permit from immigration officials.
July 11, 2011 Federal Law ? 186-FZ has ratified the Agreement on the Legal Status of Migrant Workers and Members of Their Families , signed in St. Petersburg November 19, 2010.
Decisions pursuant to paragraph 5 of the Interstate Council of the Eurasian Economic Community dated December 9, 2010 ? 65 "On the implementation of an action plan for the formation of the Common Economic Space of Belarus, Kazakhstan and the Russian Federation", the Agreement entered into force on January 1, 2012.
The agreement defines the legal status of migrant workers and their families, and also regulates the procedure for migrant workers work and issues related to their social protection.
Information which might helpEdit
If the work permit is not obtained, a foreign citizen who doesn't have a work permit may be fined and deported from Russia. The employer will also be fined, and might have additional administrative charges (e.g. inability to employ foreign citizens for a period of time).

If the permit is given, you can legally be employed in Russia by a company, or you can become self-employed.

For the renewal of work permits issued for the period of temporary stay, the alien not later than fifteen days prior to expiration of the permit is the territorial body of the federal executive authority in the field of migration.
A work permit can only be used for the profession for which the permit was given. Also, you can only work in the regions mentioned in the permit. If you would like to work in several regions simultaneously, it should be mentioned in the initial application.
