PROCESS FOR CITIZENS & NON CITIZENS OF RUSSIA – FOR BOTH WHO LIVE IN RUSSIA AND OVERSEAS:

I. Apply in Russia
a. Apply in person
  1. Applicant shall apply at the “Information Centre of the Ministry of Internal Affairs”.

  3. Go to the respective office.
  4. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please talk to the authority for your requirement. As per authorities advice one has to submit the application along with documents.
  6. Applicant should pay for any charges if required as advised.
  7. This application will be processed by respective department.
  8. The certificate can be collected from the office where applicant applied in person upon notification or issued as per norms.


b. Through a representative
  1. Application can be made by a representative on the applicants behalf. Applicant has to nominate a representative.
  2. Representative shall apply at the “Information Centre of the Ministry of Internal Affairs”.

  4. Representative shall follow the guidelines of authorities to apply.
  5. When your representative applies on your behalf, he or she must bring:
  • His or her ID card.
  • Power of attorney.
  • All of original applicants documents that are needed when they apply in person.
  • Representative shall follow the process as stated above (in apply in person session)


II. Applying process – overseas
a. Apply at Russian embassy or consulate in person or by mail(post)
  1. Applicant can apply at their nearest embassy or consulate either in person or by mail. Link to locate the embassy or consulate: Russian Embassy
  2. Call the office and fix appointment for personal visit. Also find out the details for this procedure (person/mail).
  3. For applying in person: On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  4. By mail through embassy/consulate: If you are applying by mail, then send these set of documents by mail to the address located.
  5. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  6. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms.


b. Through mail (main information and analytical centre)
  1. Non citizens of Russia shall apply through mail(post) to the “Main Information and Analytical Centre” located in Russia.

  2. Once the application and documents are mailed. Respective department will process the application to issue the certificate.
  3. The certificate will be delivered to the applicant through mail at the address mentioned in the envelop while applying or it will be delivered as per norms.

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

InstructionsEdit

  • You need to provide a police certificate when applying for permanent residence.
  • People living in Russia should apply to the Information Centre of the Ministry of Internal Affairs, Head Department of Interior Affairs (GUVD) or Department of Interior Affairs (UVD) of their city/region/republic Contacts. Please ensure you request that your police certificate is issued using the standard form according to the instructions of the Ministry of Interior Affairs dated January 2002. Please note that police certificates issued by local militia offices are not acceptable.
  • People living outside Russia should apply to the Consular section of the nearest Embassy of Russia in the country of residence. Foreigners living outside Russia can also apply to the Main Information and Analytical Centre.
  • Russian law (MVD Order no. 965, dated November 1, 2001) mandates that the Ministry of Internal Affairs (MVD) provide police certificates both to Russian citizens and to foreigners who have lived or are living in Russia. The law states that in Russia, MVD offices must provide the certificate within 30 days. Those residing outside of Russia, both Russian citizens and non-citizens, may either delegate a Power-of-Attorney to apply for the certificate on their behalf in Russia, or apply directly to the Russian Consulate. Police certificates should note all names that the person has used in Russia, and should note the MVD branches in all locations that were queried.

Need for the DocumentEdit

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.



Information which might helpEdit

In the case of an overseas application, the Russian Embassy in that particular country will contact the individual when the Notice of Conviction is ready for collection. For applications made within Russia, the relevant office will notify the individual when the Notice of Conviction is ready for collection. The Notice of Conviction is a black and white A4 landscape document. The address of the issuing body is in the top right-hand corner. Directly below this is a unique registration number. The main body of the certificate is divided into several lines detailing the information identified. At the bottom of the certificate is an official stamp with the signature of the head of the office (MIAC or MIA) that processed the request.

Other uses of the Document/CertificateEdit

In many immigration cases you may be requested by Russian Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through an immigration process, you will definitely be asked for such certificate.

  1. The following categories of conviction all exist in Russia: • Violence against the person (преступление против жизнии здоровья) • Sexual offences (преступление против половой свободы и половой неприкосновенности личности) • Burglary (ограбление) • Robbery (кража) • Theft and handling of stolen goods (приобретение или сбыт имущества, заведомо добытого преступным путем) • Fraud (мошенничество) • Criminal damage (умышленное уничтожение или повреждение имущества) • Drug offences (незаконное приобретение, хранение, перевозка, изготовление, переработка наркотических средств, психотропных веществ и их аналогов)
  2. Other offences include: acts of terrorism, offences against society, offences against the state, offences against peace and security. If no criminal records are identified, a Certificate of No Conviction will be issued. If criminal records are identified, the following information for each record will be provided on a Certificate of Conviction:
    • Type of conviction (including spent convictions)
    • Date and place of the conviction (including name of the court)
    • Period and place of imprisonment (if applicable)
    • Date of discharge There is no obligation on the Russian police forces to destroy criminal records information.
  3. Criminal records generally remain on record at the MIAC for the duration of the life of the individual. In instances where a conviction is spent, in most circumstances the individual is no longer obliged to reveal the existence of the record in most circumstances. However, the record will not be removed from the MIAC database.
