Russia - Obtain a Biometric Passport
ProcedureEdit
- Gather all necessary documents needed in the procedure.
- Go on line and book an appointment with the proper authority to submit your documents.
- Provide all information needed to fill in the form.
- Wait for the system to give a you a reply regarding your request. If successful, the service system will give you a positive response, and government agencies will contact you to confirm your request. In case your application is denied, you will be informed of the reasons.
- For those who received a positive response, submit your completed application form along with all other required documents.
- Pay the passport fee.
- For approved applications, a new passport will be issued while those whose request were denied, a notification of refusal will be issued.
- The new passport will only be issued by the authorized officer after the applicant has affixed his signature on the document.

- Previously issued passport
- Military ID or corresponding certificate of the military commissariat: For males aged 18 to 27 years old, living in the Russian Federation:
- Past military service or alternative civilian service are military card marked the end of military service by conscription;
- Recognized unfit or partially fit for military service for health reasons are military ticket marked "unfit for military service" or "partially fit for military service."
- For those who did not render military service or those who performed an alternative civilian service (except in cases where the applicant is found not fit, or partially fit for military service for health reasons) can optionally provide a certificate from the military commissariat that on the day of application, they are not intended military service or sent to alternative civilian service "
- Work book: for unemployed applicants
- A statement issued by an organization directing the citizen outside the territory of the Russian
- An order or command issued by the armed forces of the Russian Federation or the federal executive authorities.
- Two photographs of the applicant:
- It may be in black and white or coloured, size 35 x 45 mm with a clear picture of the person, strictly from the front, without headgear.
- Use of headgear will only be permitted, if the applicant's religious belief do not allow them to appear in front of outsiders without the headgear. And as long as the headgear do not hide the applicants face.
- Photos in uniform will not be accepted.

- Identification:
- For Russian citizens residing in the territory of the Russian Federation - Russian Federation passport, identity card of the citizen of the Russian Federation issued in the territory.
- For Russian citizens residing outside the territory of the Russian Federation - a passport, identity card of the citizen of the Russian Federation outside the Russian Federation, including those containing electronic media. If the validity of the passport (new generation passport) has expired, an internal passport may be presented.
- Extract from the work book: a statement from the employment history of work in the last 10 years.

Passport Fee: 2,500 rubles
For citizens of the Russian Federation, who are residents of the Kaliningrad region, the passport will be issued for free. (Article 333.29 of the Tax Code of the Russian Federation).
ValidityEdit
The biometric passports are valid for a period of 10 years.

Processing TimeEdit
For those who will submit or had submitted their applications in a passport office that services the area where you are registered as a resident, it will take about one month before your new passport will be ready for pick up.
If you will submit or had submitted your application in a passport office that services the are where you are currently staying (you are a resident of a different place), it will take about four months before your new passport will be ready for pick up.
For applicants who have (who had) access to information of special importance or top secret information classified as a state secret in accordance with the Law of the Russian Federation, processing time for the new passport may take about three months before it will be ready for pick up.

Need for the DocumentEdit
A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.
This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued.
Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.
A biometric passport, contains a chip hidden inside the passport in which the biometric data of the passport holder is stored.
