Russian enterprises, which plan to export to the European Union, are obliged to draw up a series of documents that accompany the sale of goods. Among these documents, there are some of them that are presented to the customs. One of them is a certificate of origin.

  • The Certificate of Origin comprises a three part set as follows:
    • The original certificate (buff coloured sheet with a guilloche security pattern).
    • The copy certificate (yellow coloured).
    • The certificate application (pink coloured) for retention by the Chamber.
  • Each Certificate of Origin set is individually numbered.
  • Additional copy certificate forms are available from the Chamber for use as required, e.g. to comply with Letter of Credit terms etc.

The serial number printed on the original certificate and copy must be entered on additional copy forms in the space provided.

  • The Certificate of Origin set must be completed in typescript, or by hand, in an identical manner. You may want to consider applying for your certificates electronically using e-Cert.
  • The Certificate of Origin must not contain any erasures or superimposed corrections. Alterations should be made by crossing out the erroneous entries and adding the correct entries as required. All alterations should be initialled by the applicant and endorsed by the Chamber.
  • The Certificate of Origin should normally be completed in English. However, should requirements of trade demand the completion of the document in any other language, this will be acceptable provided the applicant submits a translation to the Chamber.

The Certificate of Origin (Combined Declaration and Certificate) form "A" (hereinafter referred to as the Certificate) are to be produced in a printing-house on a guard net paper or on the paper with protective coloured field (samples of the Certificate in English and Russian are enclosed).

Remarks with the requirements applied to the completing of the certificate could be made in printing-house on the backside of the Certificate in any language or could be completely or partly absent.

The Certificate is to be completed with the means of printer or by printing press (besides the separate indications mentioned below).

No erasure or correction is allowed.

In case of corrections they are to be done through crossing of the mistaken data and printing of the correct data. Each such correction is to be certified by relevant authority, authorised to issue the Certificates.

Declaration of the several types of good in one Certificate is allowed.

EligibilityEdit

  • It is necessary to get the form ST-1 on the goods exported to the states, being members of the CIS (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine).
  • It is necessary to get the form "A" on all kinds of goods exported to the European Union countries (Germany, France, Great Britain, Italy, Spain, Poland, Romania, the Netherlands, Greece, Belgium, Portugal, Czechia, Hungary, Sweden, Austria, Bulgaria, Denmark, Slovakia, Finland, Ireland, Lithuania, Latvia, Slovenia, Estonia, Cyprus, Luxembourg, Malta), the USA, Canada, Turkey and Yugoslavia.
  • Provenance certificate of the general form is necessary to get on the goods exported to countries where the action of certificates of goods origin forms "A" and ST-1 doesn't extend. This certificate is recognition of Russian goods origin.

Upon the request made by a declarant or any other interested person, the customs authorities shall make a preliminary decision with regard to determining the country of origin of goods.

Certificate of goods origin is given out by authorized bodies (Chamber of Commerce and Industry). Two certificate's forms are used more often. It is the Form ST-1, the Form "A" and provenance certificate of the general form.



Required InformationEdit

  • Consignor: the name and the full address of the consignor;
  • Consignee: the name and the full address of the consignee;
  • Country of Origin: the country in which the stock has been produced;
  • Transport details: the way the stock is transported (by ship, by truck, by air, etc.), the name and the number of the vehicle, truck;
  • Remarks: Invoice number and/or contract number;
  • Marks, number and kind of packages; Description of Goods: marks that are on the packages of the stock, the quantity and the type of the stock as well as the full name of the stock or their customs code;
  • Quantity: the quantity of the stock with the 3-letter code of the certain mean of measure;
  • In the bottom of the page there is a text in four languages with which the Bulgarian Industrial Association certifies that the abovementioned stock are from the country of origin displayed in cell 3. On the back of the fourth copy there is a Declaration which is signed by the CEO of the firm or another authorized person.



Need for the DocumentEdit

Certificate of origin ST-1 is the document certificates exportable goods outside Russia, was made in territory of the Russian Federation using Russian materials, or given goods was undergone treatment (processing) in the member-state of the Agreement on creation of free trade zone from April, 15th, 1994. the REFERENCE to document downloading, to consider origin in territory of the Russian Federation.

Certificates of origin, including Russia, are released by the Chamber of Commerce of the State where the products are produced in compliance with international agreements and standards. The certificate of origin in Russia is not a binding document for customs clearance purposes. In the absence, customs clearance is also feasible, but will challenge the official result, wherever possible, the origin of the goods and ask for documentation proving the origin declared.

Other uses of the Document/CertificateEdit

The confirmation of the country of origin is important at the time of customs clearance for the calculation of rates of import duties. For the part that we can define the import, the certificate of origin (commonly known as CO) issued by the competent territorial chambers of commerce, is recognized and accepted by the Russian customs as a crucial document for the purposes of determining the origin of the goods. In some cases, the Chambers of Commerce released C. O. indicating mixed origin (Italy - China, or Italy - India). And 'our board, divide the two certificates in order to simplify the work of the customs and at the same time simplify the customs clearance.
