Foreign driving license original and notarized translation
Proof of identity (original and copies), respectively:
- temporary passport and residence permit in Romania (if foreigners)
- passport, certificate, identity card (if Romanian citizens), as well as proof of legal residence abroad for a period exceeding 6 months (Romanian passport or foreign documents of legal residence in those countries),
Record of permit holder management, complemented by typing
Complete medical clinic in whose jurisdiction the applicant resides or residence
Psychological opinion,
Record certificate
Notarial declaration on its honor to the applicant to showing that the driving license submitted for exchange is authentic and that the holder no longer possesses another Romanian national driving license or foreign,
Proof of payment of the license fee

You can have your foreign license exchanged to a similar document in Romania if:

it belongs to foreigner who take up residence in Romania
it were obtained abroad by Romanian citizens, provided that they have proof of legal residence in those countries for a period of at least 6 months.
