Apply In-Person
- To apply for vehicle pollution test centre approval in Rajasthan the applicant has to approach the RTO office or state/regional transport authorities of the area.
- Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
- You will have to submit Application to transport commissioner in order to get the sanction for opening pollution control centre.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Present the completed application forms in one of the counter and pay the appropriate fee.
- After the necessary examination of the forms with the application by the authorized authority, the application will be sanctioned.

- You can also apply for pollution test center sanction online via state portal: state portal
- Select, transport , e-services, pollution control certificate
- Fill the application form as instructed.
- Submit the application form along with the required documents and prescribed fees.
- After necessary investigation, the authority will process your application.

EligibilityEdit
- Pollution control checking centers can be opened by anyone mentioned below
- A retail outlet of an Oil Company
- An authorized workshop of a vehicle manufacturer
- An individual
- A firm or company
- The site requirement includes
- It should be a petrol pump or a retail outlet of an oil company, OR
- It should be an authorized workshop of a manufacturer of vehicles having minimum workshop space of 400 sq. ft. for checking 2 and 3-wheel vehicles and 1000 sq. ft. for checking 4-wheel and other vehicles, OR
- In the case of an individual/firm/company, the minimum space requirement is 200 sq. ft. in the conforming area, with adequate parking space to ensure there are no traffic jams & the general public is not hampered in any way.

- Application fees: Rs. 5000/-
- Renewal fees: Rs. 5000/-
ValidityEdit
- The authorization is valid for 1 year only, starting from the date of issue. After that, your centre will undergo a review check by the Transport office and if satisfactory, then you will get a fresh authorization sanctioned for another 1 year. In short, you need to renew the authorization each year.

Q. What are the instruments and equipment required?
- For Checking of Diesel Vehicles
- An approved make of smoke meter as per the guidelines laid down under rule 116 (3) of the Central Motor Vehicle Rules, 1989 (with RS 232 port and wherever RS-232 port is not built in, a suitable adapter to convert Analog signal to Digital signal).
- A computer with at least:
- 1 Gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor.
- 1 Gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
- 100 GB available hard disk space (32-bit)/ (64-bit)
- A 17-inch color monitor and keyboard with mouse
- 4 USB Port, 2 Serial Port, 1 Parallel/Printer Port
- Java (jdk) 1.8
- Windows 7 OS (licensed version)
- 1 Gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor.
- USB Web Camera
- Printer – Inkjet/Laser color Printer
- Uninterrupted power supply (UPS)
- Dedicated broadband / internet facility with minimum speed of 1 (one) mbps.
- Good antivirus software in the computer.
- Any software as per guidelines of Transport Department.
- Note that while submitting your application, you will need to provide:
- (i) The concerned smoke meter's valid approval certificate including conformity of production (COP) from any agency referred to in rule 126 of Central Motor Vehicle Rules, 1989.
- (ii) The AMC contract for smoke meter and other equipment taken (enclose self-attested details)
- Note that while submitting your application, you will need to provide:
- For checking Petrol and CNG/LPG vehicles
- Approved make of 4 Gas Analyzer under rule 116 (3) of Central Motor Vehicle Rules, 1989 including RPM & Lambda measurement. (with RS-232 Port and wherever RS-232 Port is not built in a suitable adapter to convert analog signal to digital signal.)
- Computer as per the same minimum configurations mentioned for diesel vehicles above.
- Other equipment the same as mentioned for diesel vehicles above.
- Note that while submitting your application, you will need to provide:
- (i) The concerned Exhaust Gas Analyzer's valid approval certificate including conformity of production (COP) from any agency referred to in rule 126 of Central Motor Vehicle Rules, 1989.
- (ii) The AMC Contract for analyzer and other equipment taken (enclose self-attested details)
- Note that while submitting your application, you will need to provide:
- Important Note: In the case of both, petrol and diesel pollution checking centres, you must ensure calibration of the instrument at least once in a year and as recommended by the manufacturer. Also, the certificate of the last calibration done should be made available for inspection, with the instrument being produced for inspection to the officers of the Motor Vehicles Department.

Q. What are the qualifications required for the PUC operator?
- The person who actually performs the pollution check must be holding at least a valid Certificate in Automobile Engineering or Motor Mechanics/Auto Mechanic/ Scooter Mechanic/Diesel Mechanic or its equivalent as issued by a recognized Industrial Training Institute. This operator should be in regular employment of the concerned Centre. The person performing the test must also be knowledgeable about the precise procedures to conduct minor repairs or adjustments with which the pollution level of a vehicle can be brought down, at the same time ensuring that the vehicle's engine's performance is not affected in any way.
- The person who actually performs the pollution check must be holding at least a valid Certificate in Automobile Engineering or Motor Mechanics/Auto Mechanic/ Scooter Mechanic/Diesel Mechanic or its equivalent as issued by a recognized Industrial Training Institute. This operator should be in regular employment of the concerned Centre. The person performing the test must also be knowledgeable about the precise procedures to conduct minor repairs or adjustments with which the pollution level of a vehicle can be brought down, at the same time ensuring that the vehicle's engine's performance is not affected in any way.
- Note that the functions of pollution checking levels and issue of Pollution Under Control Certificate (PUCC) must be performed only by the authorized operator.
