Apply In-Person

  1. To apply for a tourist vehicle permit (jeep/omni/car) in Rajasthan the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
  3. The application for permit for the tourist vehicle will be made to the Additional Referral Secretary, State Transport Authority (delegated officer, ARTO), with which the following forms will be attached,

  6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

Apply online via State Portal

  1. You can also apply for vehicle permit online via state portal: State Portal
  2. Select; transport , e-services, national permit
  3. You will be redirected to the national portal page : national portal page
  4. Here you can log in using the user id and password.
  5. For activation of login Id applicant needs to download the form from following link: User creation log in info
  6. Get the form verified at RTO office.
  7. Once your user id is active you can log in using the credentials and apply for permit related services online.

Apply Online:

  1. To apply for tourist vehicle permit (Jeep/Omni/Car), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

EligibilityEdit

  1. A company or an individual engaged in a business of promotion of tourism by providing tourist transport vehicles on tourist circuits; or
  2. any travel agency (who possesses his own vehicle or have taken a vehicle on lease for this purpose for a period of at least one year) run by a company or an individual provides all tickets for travel by air, rail, ship, passport, visa and also arrange accommodation, tours, entertainment and other tourism related services; or
  3. the tour operator (Company or individual who provides for transport, accommodation, sight-seeing, entertainment and other tourist related, services for tourist, and who possesses his own vehicle or has taken a vehicle on lease for this purpose for a period of at least one year and is recognised by the Department of Tourist of the Government of India;

  • In order to issue authorization letter for tourist permit, fee of Rs 500 per year as a bank draft will be payable.

ValidityEdit

  • A tourist permit shall be deemed to be invalid from the date on which the motor vehicle covered by the permit completes 9 years in the case of a motor cab and 8 years where the motor vehicle is other than a motor cab, unless the motor vehicle is replaced;
  • Where a vehicle covered by a tourist permit is proposed to be replaced by another, the latter vehicle shall not be more than two years old on the date of such replacement.
NOTE: For the purposes of this sub-rule, the period of [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.
  • The permit will be considered valid for a period from the date of initial registration of automotive covered with tourist permit -
(i)In the case of motor vehicle, motor cab - 9 years
(ii)Vehicles other than motor cabs - 8 years

Guidelines for application
  1. An All India Permit for Tourist Transport Operators shall be issued only in respect of vehicles with a seating capacity of not more than 1[39] seats, excluding the driver and the conductor. Besides, provision of rule 128 of the Central Motor Vehicles Rules, 1989, except for sub-rule (11) of the said rules, shall also apply to the tourist vehicles.
  2. Applicants may approach the Office of the Deputy Commissioner / Chairman (STA) who is in charge of issuing Tourist Vehicle Permits.

  1. Name of the applicant(s) in full
  2. Status of the applicant, whether individual, company or partnership firm, Coop. Society etc.
  3. Name of father or husband (in case of individual and in case of firm or company the particulars of managing partner or managing director as the case may be.
  4. Full address
  5. Information on whether applicant himself/herself intends to drive the vehicle. If so, whether, applicant:
    • Holds Heavy Passenger Motor vehicle Driving Licence
    • The number, date and validity period of driving licence
    • Name and address of the Licensing Authority.
  6. Registration certificate along with the date of first registration and Insurance certificate number.
  7. Details of other permits if any, held in respect of a particular vehicle
  8. Details of total number of Tourist Permits held by the applicant
  9. Type of vehicle
  10. Make of Motor vehicle
  11. Particulars of convictions/suspension/ cancellation, if any, during the past three years in respect of the vehicle/permit held by the applicant(s)

  1. Name of the applicant(s) in full
  2. Address
  3. Registration mark and year of manufacture and date of registration of the motor vehicle.
  4. Engine number of the motor vehicle
  5. Chassis number of the motor vehicle
  6. Permit number, the authority which has issued the permit and date of issue and date of expiry of the permit.
  7. Unladen weight of the Motor vehicle
  8. Gross vehicle weight of the Motor vehicle
  9. Pay load of the motor vehicle (seating capacity in the case of tourist vehicle).
  10. Period for which the authorization is sought for.

Need for the DocumentEdit

  • It is mandatory for owner of a transport vehicle to obtain permit and use permit in accordance with the conditions of the permit granted or countersigned by the Regional or State Transport Authority.
  • Granting of permit is decided by the State Transport Authority/Regional Trangport Authority Board as the case may be, keeping in view the overall public interest and advantages to the public, of the services likely to be provided, subject to compliance of the requisite condition and formalities.
  • Applications for permits are available in the office of the secretary State Transport Authority and secretary Regional Trangport Authority. The applicant must first apply for allotment. After which the applicant can register the vehicle as a transport vehicle in the R.T.A./S.T.A. Following the Central Motor Vehicle Rules of 1989, Tourist Vehicle Permit are granted to owners whose vehicles are used for tourism purposes.
  • The permit limits the journey of the vehicle within the home state, and it can only remain outside the home State for a period not longer than three months.
  • Permit Issued by S.T.A.(State Transport Authority)
  • The state transport authority is vested with powers to grant permit on inter state route to cover long distance goods traffic and passengers traffic. The State Transport Authority can also issue permit to transport vehicle for operation in route and areas falling under jurisdiction of inter regions.

(i) The word 'tourist yan' is 25 cm on both sides of the motor vehicle. The diameter of the diameter will be painted within.
(ii) Displayed above the registration number plates in front of a board motor vehicle mentioned in the letter "Yellow ................................... Will be done.

Q. What is a permit?

  • Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?

  • Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?

  • Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?

  • Ans: Six types of permits are functional in India:
  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
(a). Temporary Permit
(b). Special Permit

Q. When can permits be applied ?

  • Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

'Q. Who enforces the permit condition?

  • Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

  • Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
  • Distinguishing Particulars to be exhibited on Tourist Motor Vehicle. —A motor vehicle or motor cab covered under the Authorisation Certificate issued under these rules shall be painted in white colour with a blue ribbon of 10 centimetres width at the centre of the exterior of the body on both sides of the vehicle, and the word “Tourist” shall be painted inside a circle of 60 centimetres diameter. The permit holder shall also display on the front top of the tourist vehicle, other than a motor cab a board in yellow colour with letters in black colour with the inscription “Approved Tourist Transport Operator No....” in English and Hindi, and also if the permit holder so prefers, in the regional language of the Home State, with the logo Peacock', as specified in Annexure No. 1.”
