Apply In-Person

  1. To apply for a stage carriage permit in Rajasthan the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
  3. You will have to submit Application in Form No. RS 5.2 & RS 5.1 in front of permit issuing authority.

  6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

Apply online via State Portal

  1. You can also apply for vehicle permit online via state portal: State Portal
  2. Select; transport, e-services, national permit
  3. You will be redirected to the national portal page : national portal page
  4. Here you can log in using the user id and password.
  5. For activation of login Id applicant needs to download the form from following link: User creation log in info
  6. Get the form verified at RTO office.
  7. Once your user id is active you can log in using the credentials and apply for permit related services online.

Apply Online:

  1. To apply for stage carriage permit, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

  4. Affidavit on Stamp Paper
  5. Registration Certificate and insurance in original form.
  6. Two recent passport size photographs of the owner.

  8. Photograph of parking place of vehicle depicting the parked vehicle along with number plate in front and rear view.
  9. Parking area certificate issued by any gazetted officer/Police officer/Revenue authority of the area.
  10. Recent copy of map along with Form-F of the land housing the parking facility.
  11. No objection certificate of the tenant if vehicle is intended to be parked on the land of tenant other than the vehicle owner.
  12. Three copies of route Map of the allotted route upon which the bus has to be plied.
  13. Income tax details of last three years.
  14. Proposed timetables of the bus.
  15. Proposed Fare chart of existing bus fares.

  1. Full name of applicant
  2. Name of father (in case of an individual)
  3. Address
  4. The routes or area for which permit is desired
  5. The maximum number of vehicles which will play at any one time under the terms of the permit.
  6. The minimum number of vehicles which will play at any one time under the terms of the permit in the area, or on any route or any part of any route and the minimum number of daily vehicle-trips.
  7. The type or types of vehicle to be used on the service and the approximate seating capacity.
  8. Particulars of the time-table(s) proposed.
  9. The standard rate of fare which it is proposed to charge.
  10. Particulars of any stage or contract carriages permit (or similar authorisation under the Indian Motor Vehicles Act, 1914), valid in the Province, held by the applicant
  11. Particulars of any permit (or similar authorisation under the Indian Motor Vehicles Act, 1914), held by the applicant in respect of the use of any transport vehicle in "the Dominion of India" during the last four year, which has been the subject of an order of suspension of cancellation.

  • Stage carriage permit is the contract or permission for carrying particular types of passengers or goods in various stages. The Stage Carriage Permit allows holders to service an area with a specific route. The permit also mentions the type of vehicle that is granted permission to operate, the approved timetable, the number of trips it can make in a day and standard rate of fare it can charge.

  • The essential difference between the stage carriage and the contract carriage, as per the Motor Vehicles Act, is that a stage carriage permit holder picks passengers from one point and there can be various stages till the final destination point which are various stages, that is why it is called a 'stage carriage'. On the other hand, a contract carriage permit holder runs from one point to the destination point only.
Contract Carriage Buses Permits (Chartered Buses)
  • This is the most common type of permit used for hire and reward purpose. The permit holder can operate under a contract with his client for a fixed destination. For this an agreement should be executed between the clients and the operators and the list of passengers should also be available with the driver of bus. The permit holder cannot pick passengers other than those mentioned in the list. Such type of buses are also known as Chartered Buses. These permits are issued under section 74 of Motor Vehicles Act, 1988. The applicant has to apply on form PCA along with other formalities.
Stage Carriage Permits
  • State Transport Authority announces scheme for grant of stage carriage permit from time to time, depending upon the requirement of buses on different route of the city. These permits are issued under section 72 of Motor Vehicles Act, 1988. The permit holders can operate their bus under their allotted routes for picking up passengers from one place to another.
