Apply In-Person

  1. To apply for an Educational Institution vehicle permit in Rajasthan the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
  3. You will have to submit an Application in Form No. RS 5.8 in front of permit authority.
  4. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  5. Please make sure you have all the documents that are listed down in the “Required Document” section of this page.
  6. Present the completed application forms on one of the counters and pay the appropriate fee.
  7. After the necessary examination of the forms with the application by the authorized authority, the form Permit will be issued.

  1. You can also apply for an educational institution vehicle Permit online via state portal: state portal
  2. Select; transport ,e-services, national permit
  3. You will be redirected to the national portal page : national portal page
  4. Here you can log in using the user id and password.
  5. For activation of login Id applicant needs to download the form from the following link: user creation
  6. Get the form verified at the RTO office.
  7. Once your user id is active you can log in using the credentials and apply for permit-related services online.

  1. Applicant can apply online for educational institution vehicle permit via the national portal: national portal
  2. Here you can log in using the user id and password.

  • Any vehicle that has more than 10 seating capacity, including a driver is eligible for educational institution service vehicle permit. However, the vehicle should fulfil the mandatory criteria’s mentioned in “information which might” help section of this page.

Need for the DocumentEdit

  1. It is necessary to get educational institution vehicle permit if you want to run your vehicle for taking students to schools/institutions.
  2. It is mandatory for owner of a transport vehicle to obtain permit and use permit in accordance with the conditions of the permit granted or countersigned by the Regional or State Transport Authority.
  3. Granting of permit is decided by the State Transport Authority/Regional Transport Authority Board as the case may be, keeping in view the overall public interest and advantages to the public, of the services likely to be provided, subject to compliance of the requisite condition and formalities.
  4. Applications for permits are available in the office of the secretary State Transport Authority and secretary Regional Transport Authority. The applicant must first apply for allotment. After which the applicant can register the vehicle as a transport vehicle in the R.T.A./S.T.A.

Information which might helpEdit

Any permit in relation to the teaching institution will also have the following conditions
  1. Golden yellow paint will be done on the outer load of the bus with more than 10 meeting capacity, including the driver.
  2. The name and address of the educational institution, from which permit is related, on the outer part of the body of the motor vehicle will be painted in thick letters in the middle of the window line on both sides.
  3. The Driver of the above mentioned vehicle has a 5 year old driving license to run at least the middle class vehicle.
  4. More than one and a half times the number of meeting capacity mentioned in the registration certificate will not be taken into the motor vehicle.
  5. Window strips will be arranged in such a way that their distance at a given point is 200 mm in the vertical direction. Will not exceed.
  6. A bottle of water and a school bag rack will be provided in the motor vehicle.
  7. Operator should be present in bus for helping students to landing or climbing the bus.
  8. The first treatment box will be placed in the bus.
  9. The driver of the said bus will wear the following clean uniforms -
(a). 4 pocket khaki buster or coat with flaps.
(b). Khaki Full Pants
(c). Black knife hatched hat or khaki safa.

Q. What is a permit?

  • Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?

  • Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?

  • Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?

  • Ans: Six types of permits are functional in India:
  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
(a). Temporary Permit
(b). Special Permit

Q. When can permits be applied ?

  • Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

'Q. Who enforces the permit condition?

  • Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

  • Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
