1. Here's how you can renew a business permit or Mayor's permit issued in Quezon City. First, you will need to prepare all the documents you will need to submit to the Business Permits and Licensing Department of the Quezon City government (list available below).
2. When you apply for renewal you will be asked to complete and file the GROSS SALES DECLARATION FORM in two copies and present it together with all other required documents.
3. Submit your documents at the Initial Assessment and Evaluation Desk. This is where the business tax to be paid. It is the CTO Revenue Examiner's responsibility to determine the annual Gross Sales of the taxpayer for the immediately preceding year, based on credible documents presented. The Examiner will compute for any findings, deficiency/delinquency taxes, with such computation to be written legibly at the back of the Gross Sales Declaration form.
   The Evaluator will indicate the gross receipts/sale in the Gross Receipts Declaration Form (under “Findings”) and certify the same with his/ her signature.
4. The Gross Receipts Declaration Form will be returned to the taxpayer. You must bring the form to the Assessment Clerk assigned at the Business Tax Assessment Lounge for the computation of the amount due and the printing of the Tax Bill. The Tax Bill includes the cost of the community tax certificate for corporations, partnerships or single proprietorships.
5. Collect your FINAL APPROVAL FOR PAYMENT at the City Treasury Office (2nd floor, Quezon City Hall Main Building).
6. After payment of the business tax you will be informed by the processing officer when your renewed business permit will be ready for pick up.

• Previous year’s Business Permit
• Previous year's clearances and permits:
  • Barangay clearance (for current year)
  • Locational clearance (valid for current year)
  • Fire safety inspection certificate (FSIC) (valid for current year)
  • Sanitary permit (previous year)
  • Other clearances and permits, depending on type of business
• Current year Community Tax certificate (CTC) issued in Quezon City (if your business has other locations, bring also those CTC issued by the other LGUs where your business has other locations)
• Immediately preceding year’s Tax Bill and Official Receipt of business tax paid (if you are paying your business tax in year 2020, bring your Tax Bill and Official Receipt issued in 2019). For businesses with other locations, bring also the tax bill and official receipt issued by the other LGUs.
• Immediately preceding year’s certified breakdown of sales, if there are two or more lines of business and/or two or more branches
• Immediately preceding year’s value-added tax returns or percentage tax returns, whichever is applicable
• Immediately preceding year’s quarterly income tax returns (with proof of payment)
• Latest Annual Income Tax Returns filed with the BIR, with complete set of audited financial statements, with proof of payment
• BIR Certificate of Registration
• Completed Gross Sales Declaration Form
• Proof of CCTV installed (if applicable)

A customer who still incorrectly dials the old seven-digit number will hear a special announcement saying the format has been changed to eight-digit, for a period of three months after the migration (March 18, 2019 to June 17, 2019).

Eligibility

Before applying for business permit renewal, business owners in Quezon City must make sure that they have paid their business tax due for the past year.

Quezon City also imposes the No CCTV, No Business Permit Policy. Certain establishments vulnerable to crime are required by the Quezon City Government through the issuance of Ordinance SP-2139 s. 2012 as amended by Ordinance SP-2695 s. 2018 to show proof of CCTV installed, as a requirement for business permit issuance. These establishments are:

• Banks
• Malls
• Gasoline stations
• Pawnshops
• Money changers
• 24-hour convenience stores
• Schools
• Fastfood / quick-service restaurants
• Car dealerships
• Other high-risk establishments with monetary transactions of more than Php 50,000 daily and customer transactions of more than 200 daily

Fees

The amount to be paid as business tax is based on GROSS SALES. The computation of business tax due is based on rates prescribed under the Quezon City Revenue Code and its amendatory ordinances.

Instructions

As stated under the Local Government Code of the Philippines (Republic Act 7160) business taxes are due to be paid during the month of January each year. Business permit renewals are processed by the Business Permit and Licensing Department.
