This procedure explains various ways to Apply for Environmental Compliance Certificate (ECC) in Quezon City.

Apply OnlineEdit

  1. Here's how you can apply for an Environmental Compliance Certificate (ECC) with the Department of Environment and Natural Resources (DENR). Application can be submitted through DENR - Environmental Impact Assessment & Management Division's ECC Online Application System.
  2. Click link to go to ECC Online - LINK.
  3. If this is your first time to use the system you will need to register first. To help you navigate the site you may download the ECC Online User Guide by clicking this LINK. The guide will show the a step by step tutorial on how to fill out the online registration form.
  4. Click the "Continue" button to open the login page.
  5. Click the "Log-In" button and then click the "Not yet registered? Sign-up Now!" line.
  6. Review the "Terms and Conditions". Once you are done, click the "Continue" button. This will open the registration page.
  7. Fill out the registration page.
  8. To upload an attachment, click the ‘Browse’ button to look for the file, then click the upload icon. You need to do this for each attachment. Once attached, the file description will become clickable. Note: The system accepts only file of PDF extension with size not larger than One (1) Megabyte.
  9. Before clicking the "Register Now" button, make sure to go over your application once again. After registration you will be automatically logged in to the system.
  10. Once you are logged in you can now start drafting your ECC application. You can draft more than one application if you have multiple projects. Note: You will be able to save your application as 'draft' once you have passed step 6.
  11. The first step requires applicants to answers some question about the project.
  12. The second step would require applicants to provide the keyword for the major type or component of their proposed project.
  13. In Step 3, you will be asked to provide a description of your proposed project and other details. Note: Maximum of 4000 characters only including spaces.
  14. To proceed to the next step click the "Next" button. The next step will ask for the geo-coordinates of your project. You can read detailed instructions on how you can set up the geo-coordinates on the ECC Online User Guide.
  15. Step 5 will require applicants to enter the proponent and project information.
  16. Step 6, the system will generate the documents for project description, sworn statement, PEMAPS, order of payment and fillable IEE Checklist template that is appropriate for the proposed project. Click the documents to download and then save the file in your computer. Print all documents. Fill out the documents and have it notarized. Don't forget to save your application as draft.
  17. Prepare all the necessary documents and pay the application using the Order of Payment. Payment is remitted through LandBank.
  18. Log back in to your account and continue processing your application (step 7).
  19. Step 7, upload the initial documents such as the notarized IEE Checklist, Bank Receipt and other available documents. Note: The online system only allows PDF file not larger than 10MB.
  20. Once the document is uploaded, the document description will turn into a link where you can download the uploaded file for verification purposes. Please note: You can only upload a single PDF file for each requirement. Uploading another file will just override the previous attachment.
  21. Again, you may sign out the system while preparing the other requirements. All information that were entered on this stage are completely saved in the database which can be retrieved anytime.
  22. Once you are ready to continue your application just log back in to your account and click the "Next" button to proceed to the next step and upload the rest of the requirements.
  23. Make sure to review your application before you submit it.
  24. Your application will be received by the default recipient of the EMB regional office where your project is located.
  25. You can track the progress of your application by clicking the "ECC Applications" from the menu.
  26. There might be instances where your application will be returned to you for clarification, additional information or for the notarization of ECC. Don't worry your application is not yet rejected, just make sure that you comply with the requirements the agency is asking for.
  27. Once your ECC Application is approved, it will appear in your "For Action" page for downloading. Download the file, sign it, have it notarized and upload the notarized version of the document. Note: It is recommended that you upload the full version (all pages) of the notarized ECC and not just the notarized page.
  28. The Notarized ECC together with the signed version will become accessible to other agencies and the public from the E-Library of the EMB website. You can obtain Certified True Copies of your ECC from the concerned EMB Regional Office.

Required DocumentsEdit

To register an account with ECC Online Application System:

  • Government and Company ID
  • Authorization Letter from the proponent (if applicable)
  • SEC or DTI Registration (if applicable)


Documents you will be asked to upload:

  • Upload scanned copy of the deposit transaction slip and duly notarized IEE Checklist
  • Geo-tagged photographs of proposed project site
  • Maps of impact/affected areas (showing at least 1km from the project boundaries)
  • Certification from LGU proving the compatibility of proposed project with existing land use plan
  • Site development plan/vicinity map signed by registered professionals
  • Project/Plant layout signed by registered professionals
  • Schematic diagram of wastewater treatment facility (if applicable)
  • Schematic diagram of air pollution control facility (if applicable)
  • Organizational Chart in charge of environmental concerns
  • Proof of authority over the project site (e.g. land title, lease contract, deed of absolute sale, etc.)
  • Duly accomplished project environmental monitoring and audit prioritization scheme (PEMAPS)

  • You will need an Environmental Compliance Certificate or ECC for your project in order to proceed to the next stage of project planning, which is the gathering of approvals from other government agencies and LGUs, after which you can start implementing your project.
  • For an ECC to be granted you need to make sure that your project follows the requirements set in the Philippine Environmental Impact Assessment (EIA) System and shows that the proposed project will not cause a significant negative impact on the environment through its EIA. The ECC also certifies that the applicant is committed to implement an approved Environment Management Plan.
