  • The General Directorate of Civil Defense of the Ministry of Interior (MOI)issues commercial licenses for the companies working in hazardous materials transportation, storage, and exchange to assure safety measurement application in the establishments.

Apply In-Person

  1. Companies dealing with the transportation, storage, and exchange of hazardous material need to apply for a commercial license to handle dangerous with the General Directorate of Civil Defense of the Ministry of Interior (MOI).
  2. The first step to do this is to approach the General Directorate of Civil Defense offices where you will be issued with a Security Coverage Form to fill and submit. The application form can be also obtained from the MOI Website or can be accessed using the following link:Dangerous Materials Permit Form and filled beforehand.
  3. Fill in all the required information correctly and then attach the required documents. These include :
    • Identification document of the applicant
    • Pre-qualification application from Supreme Council for Environment and Natural Reserves
    • Copy of Commercial Registration and Commercial License
    • List of the items to be imported along with its specifications
    • Building blueprint showing all the fire alarms, systems, and equipment.
  4. Submit the completed application form and required documents to civil defense offices for processing.
  5. The officials from the General Directorate of Civil Defense will carry out investigations on your application and inspection of the premises to verify that everything is in order.
  6. If everything is in order your application for handling hazardous/dangerous material will be approved.
  7. The processing time is usually between three to five days. However, the processing time may vary depending on the accuracy of the information you gave in your application form
  8. Once the processing is done you will be given a dangerous material permit.



Apply Online

  1. To make an online application one has first to visit the Register at Fire Prevention Department at the General Directorate of Civil Defense of the Ministry of Interior (MOI).
  2. At the register desk make an inquiry that you want to make an online application.
  3. The officer at the desk will issue you a username and password to make the online application
  4. Login to the online platform using the details given by the officer.
  5. Fill out and attach the required documents. These include:-
    • Identification document of the applicant
    • Pre-qualification application from Supreme Council for Environment and Natural Reserves
    • Copy of Commercial Registration and Commercial License
    • List of the items to be imported along with its specifications
    • Building blueprint showing all the fire alarms, system and equipment
  6. Confirm that all the details provided are correct then submit the online form.
  7. The officials from the General Directorate of Civil Defense will carry out investigations on your application and inspection of the premises to verify that everything is in order.
  8. If everything is in order your application for handling hazardous/dangerous material will be approved.
